Recycling Tear-Off Shingles: Shingles to Streets
Dan Krivit Shingles Recycling Presentation to SWANA on 5/19/2019 Recycling Tear-Off Shingles: Shingles to Streets A Presentation to the MPCA Air, Water and Waste Conference February 16, 2006 Jason Haus, Dem-Con Companies And Dan Krivit, Dan Krivit and Associates Draft as of
2
The Problem / Opportunity
300,000 to 400,000 tons of a valuable resource is being landfilled each year If incorporated at 5% into hot-mix asphalt, could help produce 8 million tons of HMA At $0.50 per ton of HMA, the value could be as much as $4 million per year
3
Why Is It Not Recycled? No Mn/DOT spec (yet)
Need “best management practices” guidelines Willing private investors
4
Key Strategies for Tear-Offs
Develop a Mn/DOT spec Develop a “best practices” guideline Continue to demonstrate demand Encourage private investments
5
Summer 2005 Project Dem-Con worked with Dan Krivit
Agreed to supply 60 Tons of clean tear-off shingles
6
OEA Project 2005 demonstration and lab study
Mixed roofing waste sorted by Dem-Con into clean asphalt shingles Tear-off shingles ground and screened by Bituminous Roadways, Inc. (BitRoads) into RAS BitRoads recycled RAS into HMA for paving on Dakota County Hwy 26 (70th Street)
7
OEA Project Objectives
Conduct HMA strength tests at U of M Civil Engineering asphalt lab Conduct HMA grading tests at Mn/DOT Maplewood lab Develop a sampling and testing protocol for any future lab studies

List of Roofing Waste Items Excluded for Recycling “NO” (Do NOT include):
Wood Metal flashings, gutters, etc Nails (best effort) Plastic wrap, buckets Paper waste No other garbage or trash
12
Engineering Questions:
How does tear-off derived HMA differ from manufacturer HMA? From RAP only? What are the key variables: shingle asphalt? Aging on the roof? Fiber content? What is a tolerable amount of deleterious debris? How is deleterious defined?
13
Testing Questions: Can mix design be better adjusted based on actual binder performance? Relative impact of 20% vs. 5%? Can shingles be pre-blended with RAP before entry into HMA plant?
14
Economic Questions: Can tear-off suppliers meet the strict quality standards? Will regular environmental testing be required? How close can recyclers get to 100% removal of nails? What is the true effective value of the RAS in HMA? Can RAS become a recognized HMA modifier?
15
OEA Project Status Dem-Con sorted into clean asphalt shingles only in July BitRoads processed shingles into RAS in September BitRoads paved with tear-off derived HMA in October U of M and Mn/DOT labs are currently conducting tests

5/19/2019 Strategic Questions: Mn/DOT spec? Role of State and counties? Business model for tear-offs? Role of MAPA? Various depending on the player / role: Mn/DOT spec: timing and content Other government responsibilities: Regulation, R&D, policy. SWMCB lead? Business model for tear-offs: HMA producer driven? C&D company driven? Aggregate / RAP producer driven? Independent? Should MAPA play a role? Can MAPA play a role? Draft as of

Summary Tear-off shingles recycling is feasible from technical, economic and environmental perspectives Still in research and development stage here in Minnesota Has been implemented in several other states for many years
19
Summary (continued) Need to complete OEA project
Encourage Mn/DOT to proceed with a spec for tear-offs Need to complete EPA project Continue to strengthen an already strong public-private partnership
