“It is the quality of the individual teacher’s practices, more than the specific materials or general approach the teacher uses, that influences students’ reading growth. The quality of a surgeon is not determined by the surgeon’s scalpel, nor is the quality of a carpenter determined by the carpenter’s tools. Tools matter, but they do not a surgeon or carpenter make.”
