2 Who should have the authority to make decisions for a society?
What process should be used to make decisions? How should citizens be involved in decision-making process?

3 Throughout the world, different groups of people have found different ways to make decisions. A leader or leaders often make these decisions.

4 The two most common and distinct types of decision-making are...

5 Autocracy A system of government in which one or few rulers have power to make decisions for the people. Example: Cuba, China

6 Often found where civil unrest is or has been present.
Individuals must accept the decisions made. Personal freedoms are limited. Little or no opportunity to participate in public discussions. Leaders are forced to control ANY opposition and often misuse power.

7 Democracy A system of government in which decisions are controlled by the people. Example: Canada, U.S.A., England

8 Individuals have a say in decisions that affect them.
Individuals must accept the consequences of the decisions they helped make. Participation in the decision-making process is expected. They are free to have differing views.
