7 Directors of Institutes and Schools of Public Administration
Co-operation with other groups Directors of Institutes and Schools of Public Administration (DISPA) Definition DISPA is an informal network formed by directors and presidents of central training schools and institutes of public administration in the members sates of the European Union. DISPA develops its work in close connection with EUPAN WG’s, especially with the HRWG. Mission The main objective of DISPA is to promote co-operation and exchange of experiences through out the members of the EU concerning the training of civil servants.

8 Directors and Experts of Better Regulation
Co-operation with other groups Directors and Experts of Better Regulation (DEBR) Definition DEBR is an informal network formed by the experts and Directors of Better Regulation who work on Better Regulation in their respective countries. It is a forum for identifying and sharing best practices in relation to regulation making. The participants tend to take an approach in reporting and commenting on developments in their own countries and at EU level. This group reports to the Ministers responsible for Public Administration and Better Regulation.

EUPAN MISSION - FINAL PROPOSAL - CONSIDERING: NETWORK STRUCTURE OBJECTIVES OF EACH GROUP To improve the performance, the competitiveness and the quality of the European public services by developing new tools and methods based on the exchange of views, experiences and good practices among EU Member States, other observer countries and the European Commission, in the field of central public administration

The Directors General responsible for Public Administrations agreed to “review the added value of the network of national Contact Points closely associated with the group”, in their 48th meeting, in Berlin, in the Resolution concerning the Human Resources Working Group Evaluation of the Network of National Contact Points Collect the opinion of the HRWG by – discussion during the HRWG meetings Brief questionnaire to HRWG members NCP questionnaire – gather opinions and suggestions regarding the functioning of the Network

CONCLUSIONS Feed-back to the questionnaire - Low participation Activity of the Network - Only 8 MS used the Network - Only 11 questions in 10 months - 44% of the respondents considered that an unreasonable n.º of answers was received The majority of the respondents stated that the NCP tasks weren’t fulfilled The majority of the respondents believes the group has to be restructured The Network is nowadays mostly inactive We say it’s a low level of participation as we expected to received two answers from each member states, with the exception of those o assume both functions (HR members and NCP) As we already so only 8 MS tried to obtain information through the Network In 10 months were raised only 11 questions – an average of 1 question per month A positive aspect is the fact that respondents considered to have received answers with the information neede – what shows a good level of expertise.
