Three main obligations of National Gov’t Guarantee a “Republican form of Government” Readmission of Southern States following Civil War Protect against invasion and “domestic violence” Pullman Strike; Little Rock Central Integration Hurricane Katrina; CO Wildfires Respect the Territorial Integrity of each State. Guarantee representation in Congress

Admitting New States Only Congress can admit new States
Enabling act – allows territory to draft Constitution. If territory comes from existing state; existing state’s legislature must approve. Act of Admission – Congress passes & President signs new State into Union. Territory must meet certain Criteria Population, organization Requirements cannot be of political nature that interferes with state’s internal affairs.

Cooperative Federalism
Federal Grants-in-aid: federal money or other resources given to the States and their cities, counties, and other local units. Categorical: made for some specific, closely defined purpose. Block: aid for more broadly defined purposes Project: made to states, localities, or private agencies for specific projects. Sometimes used to place political pressure on States.
