Pinckney’s Treaty As western settlement grew, more than 1 million settlers lived between the Appalachian Mountains and the Mississippi River. Most of these people were farmers and depended on the Mississippi River to ship their crops to the port at New Orleans so that they could then be shipped to the East. Spain, which controlled the Mississippi and New Orleans, had threatened to close the port to American ships several times. To prevent this from happening again, the US negotiated a treaty with Spain, led by Thomas Pinckney. The treaty guaranteed the Americans’ right to ship their goods down the Mississippi to New Orleans. This successful agreement gained Federalists’ support in the South and West because it profited farmers in these parts of the country.

Jay’s Treaty The French Revolution began in 1789 as a result of the French people fighting to overthrow the monarchy and achieve equal rights. In 1793, France and Britain went to war, and the US decided to stay neutral, refusing to choose a side. America still wanted to trade with both countries, but neither France nor Britain wanted the US trading with their enemy. Both countries began stopping US ships and seizing their goods and forcing American sailors to fight on the British side.

Jay’s Treaty, Continued
Because Britain purchased so many of US exported goods, Washington decided to repair the relationship between the two countries. He sent John Jay to Britain to try to resolve the serious problems. Jay returned with a treaty that outlined the following terms: The US would pay debts they owed to British merchants. Britain would pay for US ships they had seized and would withdraw troops from the Northwest Territory The British refused to stop impressment of US sailors The British also refused to recognize a US right to trade with France. Congress approved the treaty by just a few votes.

Whiskey Rebellion In 1791, Congress passed a tax on all whiskey made and sold in the US. Many farmers turned the corn they grew into whiskey, so this tax angered them. In 1794, a violent protest erupted between farmers and tax collectors in Pennsylvania. President Washington sent 13,000 troops to Pennsylvania to quell the uprising and respond to the challenge of federal authority, causing the farmers to scatter. The Whiskey Rebellion tested the will of the new government, but Washington’s forceful response showed Americans that armed rebellion was not acceptable in a republic.
