Mar 03 – G3 hand-off of DCS responsibilities to G1. April 03 – Army-wide planning conference is held at FT Bragg. May 03 – DCS CONPLAN is published. Sep 03: Army One Source becomes operational. CENTCOM R&R Leave program commences. Jan 04 – VCSA directs G1 establish Disabled Soldier Support System. Mar 04 – Begin staff work and info briefings on reporting requirements. Initial DCS Planning Guidance
Situation CSA: Ensure that no Soldier coming back from the AOR slips through the cracks regarding redeployment screening, debriefing and processing. Not just units or individuals during normal rotations – every Soldier. Also individuals who are redeploying on emergency leave, etc. G-1: “This is a personnel program…but is executed by the chain of command. If it’s not, it’ll fail.” Give unit commanders the tools they need to execute (lessons plan, slides, etc.). ‘Provide commanders with SMEs to assist e.g. Chaplains, Medical Guidance Counselors, Lawyers, Doctors, Stress Management Workers, etc.’ “Effort starts in-country, before heading home, continues at Home Station for some number of days to allow the readjustment to start. Continues for some longer period of time in a less formal process.” Dir, HRPD: Develop plan that specifies what to do, by phase and to what standard, but not how to do. Determine those events required for completion in each phase. Events may occur simultaneously in phase in different locations by different commanders. Synergy of what occurs within units and what occurs with family members. Transition between phases is event-driven (not time-driven). 14 Dec 04

Enduring Deployment Life-cycle Support
Situation ARFORGEN ALIGNMENT: REALITY OF OCO/FORCE STABILIZATION: Units and Soldiers turn around for subsequent deployment. Meshes training, operational and personnel requirements. RESET: 6 month period following return from deployment TRAIN-READY: The next 6 months AVAILABLE: The next year whether deployed or not. This are notional only as the actual time periods for the later two phase are variable. Post Conflict / Mobilization Personnel Operations
Mission Mission: On order, the Army conducts ARFORGEN alignment of all well-being and deployment requirements for Army Soldiers, DA Civilians for all personnel deployed over 90 days to support overseas Theater Operational Contingency Operations (OCO) and at CONUS locations with Army units, other services and coalition forces, or as individual augmentees in order to reintroduce Army personnel into pre-conflict environments to facilitate reconstitution of families, Soldiers’ individual lives, and the force. The revised mission statement Focusing on the personnel operations (not operational or tasks associated with either equipment recovery or training) Phases considered are those between the operational employment of Soldiers and units; and whatever Train-up / Sustainment those Soldiers or units will experience in order to prepare for what may be either return to pre-conflict environment or preparation for next operational deployment All Army personnel includes: OCONUS (Iraq, Afghanistan and other locations) CONUS (such as installation security at Fort Belvoir or the Pentagon Reservation) With other services or coalition forces (such as PSYOPS Teams) Units and individuals DA civilians (Also any other service members that may be deployed as a part of an Army unit) “In depth” addresses those tasks that are performed in-Theater prior to Soldiers and units redeployment; and continuing at Home Station for extended period to ensure, for example, appropriate advocacy, counseling and care for deployment-related health care issues In establishing and communicating required policies, a minimum and universal standard is established for all Soldiers, civilians and family members impacted by deployments Concept: These operations are conducted in depth beginning at home, continue in-Theater, continue at Demobilization Stations, and with sustainment at Home Stations. The Army establishes required policies, provides necessary resources and provides external subject matter expertise and training support packages in support of the chain of command. The Army communicates the plan and establishes the means by which to account for and track all personnel throughout the process. 14 Dec 04

Concept of the Operation
Execution This is a Commander’s program. ALL Soldiers and DA civilians returning or redeploying are provided a means for personal reconstitution, family reunion / reintegration and reestablishment of personal readiness. “ALL Soldiers” includes: emergency leave, medical evacuation, and other individual redeployment scenarios. Standard = 100%, but Soldiers are not delayed just for DCS tasks. DCS provides the right tools and training. Major components: Education, Assessment (Referrals as required), and Processing. Accomplished during the 3 post-conflict/mobilization phases of Deployment Cycle Support aligned with ARFORGEN phases (RESET, TRAIN-READY, and AVAILABLE Force Pools): RC Soldiers are released from active duty during Post-deployment. First and foremost: ALL Soldiers and DA civilians returning or redeploying are provided a means for personal reconstitution, family reunion / reintegration and reestablishment of personal readiness Of special concern are the individual redeployers: emergency leave, Medical evacuation, IRR / IMA, chaos on the tarmac or any other means by which soldiers may be returned from a deployment not as part of a unit 14 Dec 04

Phase Definitions Execution RESET FORCE POOL – Units enter the Reset/Train Force Pool after returning from a deployment. Their mission is to reconstitute, reset equipment, receive new equipment, assign new personnel, and train to achieve the required capabilities necessary to enter the Ready Force Pool. Units in this pool are available to support civil authorities for national emergencies. (RESET Phase (Return to Return / 365) TRAIN-READY FORCE POOL – Units in the Ready Force Pool conduct mission preparation and collective training for anticipated future missions. Units in this pool are eligible for deployment to unanticipated contingencies or other operational requirements. Train-Ready Phase (Return / 365 to LAD / Available) AVAILABLE FORCE POOL– Units in the Available Force Pool are available for worldwide deployment. Phase Definitions Execution Redeployment (RESET) – In Theater Phase (Return-180 to Return) RESET Planning; Maintenance & property accountability; Initial Planning Conference (IPC); Family Integration; ID High Risk Soldiers (Return = 51% personnel at home station) “Sets the conditions for success in RESET phase” Units and material re-posture themselves in the same theater; transfer forces and material to support another Joint Forces Command operational requirement; or return personnel, equipment , and material to the Home (AC) or Demobilization (RC) Station upon completion of the mission. Post-Deployment (TRAIN-READY) (Return / 365 to LAD / Available) – Begins with arrival at Home Station (AC) or DEMOB Station (RC), includes actions to recover equipment, personnel and demobilization activities. Ends with release from recovery mission (AC) or arrival at Home Station (RC). Individual redeployment and demobilization processing (Reverse SRP, medical screening, DCS process). RESET Phase (Return to Return / 365) Soldier-Family reintegration & Unit reconstitution; Individual Training; DMETL Approved; Changes of Command; Limited NEF/NET; Units report C5 until end of phase (but achieve P2, S2, R2, T4/3) Reconstitution (AVAILABLE) (Entering Available Pool to the Latest Arrival Date-LAD) – Reconstitute the force; includes family readiness, reintegration of Soldiers into families and communities, equipment maintenance, decompression, and Soldier readiness. 14 Dec 04

Because “RESET” coincides w/ the RESET force pool, it is the focus area (in dark gray) of our ROC Drill. However, because RESET activity begins at Return -180, and because it sets the conditions for meeting collective training milestones in the Train/Ready phase of ARFORGEN, our analysis must be informed by all force pools within ARFORGEN. This point is not only critical to analyzing RESET as an entity, but to executing and synchronizing the RESET program within Enterprise. I will illustrate this further in future slides. Tasks to Subordinate Units
Coordinating Instructions MACOM: Ensure DCS/CSF/AFAP actions are completed to support ARFORGEN for all MACOM assigned personnel deployed in support of OEF/OIF, to include DA Civilians and Families Implement Army Risk Reduction Program with specific emphasis on unit level risk assessments. Conduct Unit Risk Inventory for each unit deployed to OEF/OIF within 90 days of arrival at Home Station Commanders at all Levels: Ensure that DCS requirements are completed (Specifically Well-Being Tasks; ad tasks not already identified or part of Comprehensive Soldier Fitness, ARFORGEN; and Soldier Readiness Processing (SRP) requirements Ensure that redeploying Soldiers & DA civilians (including their Families) and the DCS task requirements are properly tracked from home station to in-Theater, and upon return to Home Station. The intent is to properly prepare Soldiers for Redeployment, Post-deployment, and Reconstitution, not to force Soldiers to participate in repetitive training and assessments due to poor record keeping Ensure that Soldiers who have or develop Deployment Cycle related problems, regardless of their nature, are diverted into appropriate programs, or if in need of other types of assistance which are non-medical or chaplain support related, are provided the opportunity and resources to resolve the problems expeditiously. Also focus on getting personnel needing assistance diverted into appropriate programs and tracked by Theater/IMCOM/MACOM/UNIT/MEDCOM IAW regulations and HIPAA requirements 14 Dec 04
