2 RFP # On-Call Planning, Real Estate, Economic Development and Engineering Consultants The M-NCPPC Prince George’s County Planning Department seeks statements of qualification (proposals) from: Experienced, licensed, certified planning, real estate, economic development and engineering consultants capable of providing On-Call services in support of the planning and development review process under a multi-year, indefinite quantity (“not to exceed”) contract. Requested On-Call Services may include, but are not limited to: Providing expertise, performing fiscal and economic analyses, real estate analyses, economic development and master planning services, and reviewing master plans, comprehensive design plans (CDP), conceptual site plans (CSP), special exceptions (SE), preliminary plans of subdivision, detailed site plans (DSP), specific design plans (SDP), and other land development proposals and applications.

3 RFP # On-Call Planning, Real Estate, Economic Development and Engineering Consultants Consultant teams may be tasked to review applications/proposals or prepare plans and studies that require expertise beyond that possessed by the department’s existing staff or existing staffing levels are inadequate to accommodate workload attributed to specified projects.

4 RFP # On-Call Planning, Real Estate, Economic Development and Engineering Consultants The professional consultant teams should be experienced in the following areas, including but not limited to: Land Use Planning Economic Analysis Economic Development Real Estate Market and Feasibility Analysis Environmental Planning and Engineering Civil/Site Engineering Structural Engineering Geotechnical Engineering Water Resources Engineering Geology Flood Hazard Analysis and Flood Risk Management Storm Water Management Water and Wastewater Systems Engineering Leadership in Energy and Environmental Design (LEED) Certification Landscape Architecture Urban Design

5 Section 2.3 Project Task Orders/Deliverables
Deliverables will be established in individual task orders. The Commission will notify Consultants under contract in the appropriate category when work is required. Scope and Timeline determined between the Planning Department’s Project Manager and the selected Planning, Real Estate Development and Engineering Consultant. Deliverables may vary, and deliverables could include, but are not limited to: written reports and memoranda, tabular applications/spreadsheets for quantitative studies, attendance at meetings, and presentations to the planning board, elected officials, government agencies, the business community and the public at-large. No individual Task Order will exceed $300,000 in value.

Planning, Real Estate Development and Engineering Services Examples of Possible Task Orders Civil/Site Engineering Review and Evaluate: Site development plans and design Construction documents Site improvement, infrastructure, utility, roadway and/or parking lot design Site feasibility studies Infrastructure conditions Erosion and sediment control design Floodplain studies and flood control facility design Stormwater management plans and design Flood hazard analysis and flood risk management Sustainability design Solid waste facility design Structural Engineering Review plans, specifications, and pre-construction condition surveys, and construction documents Evaluate plans uses such as commercial buildings, correctional facilities, historic renovations, schools, recreational facilities, utilities, site improvement projects, water/wastewater transmission piping, pumping stations, and treatment facilities

Environmental Planning and Engineering Review and evaluate design plans and specifications to ensure that plans are environmentally compliant and responsible, and that environmental factors and impacts are appropriately addressed and mitigated Geotechnical Engineering and Geology Identify or evaluate potential site limitations and construction challenges related to geotechnical and geological concerns Provide geotechnical engineering expertise for various projects including but not limited to buildings, roadways, stormwater management facilities, landfills, slope stabilization, drainage, and utility systems Perform or evaluate foundation analyses and design for buildings and infrastructure Perform or review feasibility studies and preliminary subsurface and groundwater explorations, geophysical investigations, in-situ soil testing

Water Resources Engineering, Water and Wastewater Systems Engineering Review and evaluate water and wastewater systems engineering plans and design Urban Design and Landscape Architecture Review urban design and landscape architecture design Land Use Planning Review Subdivision, Zoning, Special Exception, Conservation Plans, Non-Conforming Use requests, and Master and Sector Plans for conformance with existing policies, regulations, and standards. Provide master and sector planning expertise and services.

Real Estate Market Analysis, Development/Financial Feasibility Analysis Perform market and land use studies for a range of product types (retail, residential, mixed use, etc.) and geographies (countywide, sub area, site-specific, regional, etc.) Perform financial feasibility analyses Perform highest and best use studies (including redevelopment feasibility) Fiscal/Economic Impact Analysis and Economic Development Research and Analysis Evaluate fiscal/economic impacts generated by new development/redevelopment (for a range of product types and geographies), especially as related to public investments Perform public benefit and impact fee studies Perform economic and cost benefit analyses Perform economic development, housing and best practices research. Evaluate economic development projections and trends and their potential impact in the county (including, but not limited to industry, real estate, demographic, labor/workforce, occupation trends and projections).
