2. Burden of Non communicable disease has been alarmingly increasing and was flagged in the special UN convention for Health
End Stage Renal Disease (ESRD) is a result of several NCDs, According to Global Burden of Disease study, Chronic kidney disease was the 9th leading cause of death in India
Every year about 2.2 Lakhs new patients of End Stage Renal Disease gets added in India resulting in additional demand for 3.4 Crore dialysis every year
The major constraints in receiving appropriate treatment includes high cost in private sectors, Centres located in Metro cities & Medical colleges, limited number of Nephrologists etc

3. Pradhan Mantri National Dialysis Program under National Health Mission in Public Private Partnership (PPP) mode was announced in Union Budget
Ministry of Health & Family Welfare prepared the brief program guidelines along with the model tender document for dialysis service delivery at District hospitals
Strengthening of District hospitals has always been a key priority under NHM so that beneficiaries could receive affordable multi-speciality care such as provision of dialysis service close to their place of stay
The model guidelines ensure comprehensive dialysis services delivery including pre and post diagnostics, drugs, surgical procedures, emergency care and the dialysis sessions etc at District Hospital level
Financial support is provided to all State/UT to provide dialysis services completely free for Below Poverty Line ESRD patients & non BPL patients have the benefit of accessing services at same rate paid by Government for the BPL patient.

4. Key Features of PM National Dialysis Program model guidelines:
The Service provider is allotted a space of 120 sq. feet per machine in District hospitals by the State Health Authority
A minimum of 5 Hemodialysis unit per District Hospital shall be operational; Out of which, 1 HD unit shall be dedicated for infective cases
Service provider will provide Nephrologists Medical officers, Technicians and Nurse. HMD machine, RO plants, Dialyzers and Consumables, emergency equipments etc
Real time Pre and post Dialysis clinical report record on Dashboard
The service provider shall be reimbursed at the rate of Hemodialysis per session by the State Health Authority; It shall factors all cost related to infrastructure, Equipment, Human resource, Dialysis consumables & reagents, diagnostics, surgical procedures if any, & all other operational and maintenance cost etc

5. Status of PM Dialysis program:
15 States are delivering dialysis services in Public Private Partnership outsourcing model: Andhra Pradesh, Arunachal Pradesh, Bihar, Delhi, Gujarat, Harayana, Jharkhand, Karnataka, Madhya Pradesh, Rajasthan, Telangana, Tripura, Uttar Pradesh, West Bengal, Odisha
8 States are providing dialysis services in-house: Goa, Jammu & Kashmir, Kerala, Maharashtra, Mizoram, Puducherry, Punjab, Tamil Nadu
8 States are in process of hiring Service provider to provide the dialysis service as per NHM guideline: Chandigarh, Himachal Pradesh, Meghalaya, Nagaland, Uttarakhand, Manipur, Chattisgarh, Sikkim
