4. AGENDA Review of PWWC Specialty Services
Documentation requirements for those in PWWC Specialty Network
We had several agencies sign the PWWC Specialty addendums with new contracts and wanted to take some time to review the requirements with everyone in the Specialty Network to ensure intent of the funding is being met along with contractual obligations.
We will have some time at the end to answer questions and share tips.

5. PWWC SPECIALTY SERVICES
Requirement of Federal Block Grant
Addressing the children’s needs is equally important to the recovery of the family system as is treating the mother. 
Case management – assess needs of woman and each of her dependent children
Best way to support the family’s initial and continued recovery 
If don’t directly provide all services – ensure they are offered via case management
Higher reimbursement rate for PWWC Case Management - $13.23 vs. $12.40

6. SPECIALIZED SERVICES
Specialized Services for Pregnant Women and Women with Dependent Children
All programs providing such services will treat the family as a unit and therefore will admit both women and their children into treatment services, if appropriate. The State shall ensure that, at a minimum, treatment programs receiving funding for such services also provide or arrange for the provision of the following services to pregnant women and women with dependent children, including women who are attempting to regain custody of their children:

Must have a plan to address the needs of both the mom and each of the children

7. SPECIALIZED SERVICES - MEDICAL
primary medical care for women, including referral for prenatal care and, while the women are receiving such services, child care;
 primary pediatric care, including immunization, for their children;
The block grant then lists all of the specialized services that must be offered. They include:
Health care:
CM – assist in applying for Medicaid, CHIP, Health Exchange, or access local FQHCs or free clinics. This applies to moms and each of their children. If children are not in her custody document this in file and on check list. You may want to address with her why these are important and provide her with information on available services if she is working on reunification.
Medical Needs Benefit $263 per treatment episode to take care of any urgent medical need.

8. SPECIALIZED SERVICES – GENDER SPECIFIC TX
gender specific SUD tx and other therapeutic interventions for women which may address issues of:
a. relationships,
b. sexual and physical abuse, &
c. parenting;
child care while women are receiving these services
Gender specific groups: Not all participants in gender specific group have to be PWWC and not all groups have to be gender specific. Providers who have been offering PWWC services for awhile have found specific women’s trauma groups to be beneficial to the clients and they often address relationship and abuse issues. Document on tx plan and checklist which gender specific groups she is and if these are applicable to her needs. If not enough clients for gender specific group – provide gender specific counselor when possible and address these topics in individual counseling
Child care: where are kids while mom is in treatment? School, grandmas, childcare? If you wish to add childcare to your services check your city’s codes. Many cities do not require special licensing as long as the parent remains on-site. If you wish to add a child care as a service please check your local codes then send in an add-a-service form. Once approved you may bill for childcare services while mom is in treatment. This is a service that is billable for multiple funding streams
Services must be delivered by qualified professionals!

9. SPECIALIZED SERVICES – CHILDREN
therapeutic interventions for children in custody of women in treatment which may include, among other things:
a. address their developmental needs,
b. their issues of sexual
and physical abuse, &
neglect;
Developmental Assessment – Can be conducted by a pediatrician, Infant Toddler Program, Head Start and Schools
Follow up assessment by providing linkages to services to address needs such as speech therapy, counseling, etc.

10. SPECIALIZED SERVICES – CASE MANAGEMENT & TRANSPORTATION
sufficient case management (up to 4 hours per week) and transportation to ensure that women and their children have access to specialized services
Case managers provide linkages NOT referrals,
Develop MOUs (food banks, DV programs, social service agencies such as St. Vincent DePaul, Youth Ranch, LDS Social Services)
Obtain ROIs and Coordinate care - follow up with client and other providers
Advocate when needed to assist clients in accessing care
Transportation – request authorizations for Transportation for children in NTA to also get services
Can transport kids with mother – not with other adults. Make sure car seats are used as appropriate. For transportation that Medicaid doesn’t cover (i.e. to pick up prescription medications, take child to child care while mom attends treatment) you can request PWWC transportation services. Document in Note to authorizer if you are requesting units to transport children or to other services that Medicaid transportation doesn’t cover

11. DOCUMENTATION REQUIREMENTS
First CM appointment scheduled within 14 days of starting treatment
CM complete checklist within 30 days
Update as changes occur
Document on checklist and encounter note
Checklists reviewed at audits
Fill out checklist completely and keep current. It is a working document. You will need to add dates of encounter notes as things change. The checklist will serve as a road map of where to find required documentation during audits.
Note on checklist the date of the CM encounter note that addresses the requirements and verify if needed ROIs are in file
Document who is providing services for mom and each child
If services aren’t needed or woman declines – document this, use motivational interviewing if appropriate
Checklist is worth 13 points per PWWC file
