1 RFK Child Protection Plan
Keeping Our Kids Safe In 2013 Glenn Garvin (VP Camp, Clubs and Mentors) and Jeff Juhala VP Training) attended an 8 hour seminar entitled Child Protection Plan lead by Kanakuk Kamps from MO. This seminar outlined their tragedy of the cases against their organization after catching two different offenders in their program. They have significantly enhanced their program to keep kids safe and are now teaching all that they have learned to others. We strongly suggest that every camp and club leader attend the 8 hour version to learn all that they can about this important subject. I had the pleasure of meeting with Erin Runion the mother of Samantha Runion who was abducted, raped and murdered in 2002 from in front of her Stanton Home.. She has reviewed our CPP and found it to be very thorough and on point.

2 CPP - Child Protection Program
Major Christian Camping Organization discovered two molesters. This Org. in business since 1926 has had over 300,000 campers and 50,000 paid staff Their plan - Interview, App., References, B/G √’s, Training CPP - Child Protection Program Their plan was similar to our plan- Interview, App., References, B/G √’s, Training Those items alone were not enough to stop their offenders A church I Northern California because of the action of a volunteer who had limited access to children and yet they are being help liable and named in the lawsuit.

3 Molesters Inside the Castle
First- 10 year employee, a Director, dozen of victims in US and Haiti Second-only had 2 victims Molesters Inside the Castle The 10 year employee was one of, if not the best employee they had. He was an outstanding employee, teacher, leader, and one of the least likely to ever be suspected of offending children

Case Against an Organization When a child brings substantiated charges against an organization, and they settle financially, the breakdown averages to these numbers. Boundaries between the offender and the victim. Boundaries between the offender and the gatekeeper. !!! Grooming All offending of children starts with grooming. The scary part is that offenders must also groom the gatekeepers. They are grooming YOU and ME!

16 Why so many victims? Bystander Silence – Jerry Sandusky
In 2000, Jim Calhoun was a Janitor at Penn State and told Ronald Petrosky, a fellow Janitor, that he had just witnessed Jerry Sandusky sexually molesting a boy. Ronald asked Jim if he wanted to “call somebody.” He didn’t. Ronald testified, “He was afraid I guess.” Witnessed in 2000 – Jerry Sandusky arrested Nov. 2011 Why so many victims? This employee didn’t speak up and many other kids were hurt over that 11 year period. We can not have an org. where anybody is afraid to speak up.

Boundaries commonly broken are: Clothing, swimsuits and pajamas Stories about sex, nudity, dirty jokes Touching: laps, hugs, piggyback, shoulder rides, anywhere the bathing suit touches grooming Common boundary's to break Jerry Sandusky's first boundary was to get boys alone in the car and then touch their thigh and see how they would react. Google “Sandusky victim testimony” to verify, very disturbing.

18 An avg. Offender of female will have 52 victims before they are caught
An avg. Offender of males will have 150 victims before they are caught. Why so many victims? National averages Why so many victims before they get caught. Next slide reveals why.

19 Why so many victims? The abuser doesn’t tell The abused doesn’t tell
The observer doesn’t tell (casual / direct) !!! (they assume, they dismiss, they fear, they rationalize by saying, “It’s not my job”) Why so many victims? We know we have had people at camp and club who have observed things that we not right and they didn’t say anything. Not necessarily direct abuse, but critical violations of the rules. We need, the children need, everyone at camp and club to be watchful and speak up if they see something wrong.

Sexual Assault Drug / Alcohol Addictions CPR Crime Child abuse Why so many victims? We do not need bystanders, We need bystanders who are willing to intervene. These are common programs that help people to learn how to intervene. SEE SOMETHING SAY SOMETHING. THE END!

People who intervened- Believed “it is my business” Personally responsible to stop the action. (What ever it is) 26% intervened 48% respondents witnessed abuse Bystander Response Study People who intervened- Believed “it is my business” They were Personally responsible to stop whatever they saw going on. 26% intervened but 48% respondents witnessed abuse So 22% did not intervene at all. We can not have that at camp or club.

23 What do we do? How do you identify them before hand?
You usually don’t. Ken Lannsing / FBI How to stop them? Solid policies & consistent enforcement Their only option is to break the policies and wear down your enforcement. What do we do? So how do we stop Molesters who do not look like molesters?” how do we stop Molesters who are getting more sophisticated and better educated How??? With Solid policies & consistent enforcement We must continue to have Solid policies and then we must have consistent enforcement A breach of either of these will allow hurt to children.

24 Why do we need more Plans & Programs?
We have reached 14,000 volunteers. We’ve been trying to keep offenders outside the castle walls. In some cases, offenders are already inside the castle!!! Why do we need more Plans & Programs? We’ve been trying to keep offenders outside the castle walls. And we must continue to do this with just as much effort. In some cases, offenders are already inside the castle!!! We must now start looking inside the castle to stay diligent.
