2 Refresher Objectives By the end of today you will have:
A better understanding of how we integrate with FET objectives and discussed if it matters Set the context to brief staff re PMDS and where it ‘fits’ in FET and relevance of same Developed a better understanding of how to engage with PMDS and considered your own approach and style

3 Context: There is a major ongoing process of integration and transformation in fully developing the further education and training system… Establishment phase Building systems & capability Multi-annual strategic planning Outcomes Focus FET Strategy commits to a system of outcomes-based planning and funding New Ecosystem SOLAS and ETBs becoming established as part of new skills development ecosystem (National Skills Council, Regional Skills Fora) Planning Build on the foundation and continual improvement of FARR annual planning framework. Data Supported by the development or robust learner data tracking system Strategic Pilots Initiative tested and developed a process with 3 ETBs. Targets 3 year national targets for FET set down in SOLAS Corporate Plan. Agreements Templates developed to support ETBs in building up strategic performance agreements Consult Event in September, internal & external consultation, pilots to test process.

DES – Action Plan for Education 2016 – 2019: ‘Clear ambition for Ireland to become the best education service in Europe over next decade’. New targets by end of 2019 Goal 1: Improve the learning experience and the success of learners. (Objective 1.5: Increase the use of ICT in teaching, learning and assessment so that learners are equipped with the necessary skills to meet the challenges of a rapidly changing learning environment)

Goal 2 (of 5) is to improve the progress of learners at risk of educational disadvantage or learners with SEN & Goal 3 – is to help those delivering education services to continuously improve Examples of how these link to CTCs? *Innovation ‘pilot’ (2)with An Cosán – blended learning…………… *Innovation ‘pilot’ (1) QFI – Centre Improvement Evaluation Plan (CIEP) *CPD programmes in both BPs & IACTO supported including possible Leargas Erasmus+ project *Learner Progression & Tracking & Modes of Learning for CTCs *Business Plan Objectives and meeting FARRs targets

7 DES & SOLAS New data recording systems to support SOLAS planning for FET funding- Funding Allocation Request & Review (FARRs) & Programme & Learner Support Services (PLSS). These must be populated as a priority to provide a transparent, effective and accountable FET sector Noted that gaps remain in terms of learner outcomes. Tracking hugely important going forward, remember 9 ‘modes of learning’ in CTC key documents YOUTHREACH programme review & DES Inspectorate & potential links……….

10 The Purpose of PMDS is to..
Contribute to continuous improvement in performance. Create greater clarity about what is to be achieved. Provide a basis for all staff to consider their performance in the context of clear BP objectives and links to ETB/DES requirements. Provide a basis for staff to consider their development in terms of the skills/competencies necessary to meet these objectives. Identify and provide appropriate competencies to achieve agreed objectives.

To help deliver CTC Objectives. To help deliver FET/ETB Strategic Plans. To help deliver CTC Business Plans. To help to change Culture. To help devise appropriate Centre and Individual Training and Development Programme.
