What are Congress’ expressed powers?
Listed in the Constitution (Article 1, Section 8) They include: Power to tax Power to borrow The Commerce Power The Currency Power Foreign Relations Power War Powers Postal Power

What are Congress’ implied powers?
Powers not written in the Constitution, but suggested “Necessary and Proper Clause” Also known as “elastic” clause Powers that Congress needs in order to conduct its expressed powers See p. 273

Now, individually (but feel free to bounce ideas off of your peers), come up with an idea for a federal law you feel would benefit the United States. Write up: Left Side of your notebook – needs to be done by the end of the period (breaking out into “Committee” on Wednesday) The law 3 reasons why you support it or feels it’s important “Congress in a Flash” – Notes on the RIGHT (on top of today’s lecture) “CIAF” fill-in - WS on the LEFT (on top of the “Ought to be a law” write-up)
