4 2019 Looking Ahead! Heat Pump Water Heater Program Marketing
SMUD goals for carbon reduction have lead us to ramp up efforts to convert gas water heaters to heat pump water heaters We have an approved rebate form you can use to offer your customers an instant rebate (just like you do in HPP) 7-10 days or less to process rebate upon receipt Marketing SMUD logo in design for your exclusive use Workflow process changes beginning in second quarter. Faster rebate processing

5 2019 Program Changes Contractor Participation Agreement
New requirements HPP Package performance standards Increased clarity, 2018 common exceptions added, new handbook. Bonus Measures Seal & Insulate to include airflow bonus Heating & Cooling to include window bonus Gas to Electric Home, All electric ready plus EV circuit requirement, New bonus added for HPWH circuit

6 Contractor Participation Changes
Must hold a General B and C-20 license Must employ a BPI Building Analyst certificate holder full-time HPP contractors must complete 3 jobs every 90 days to stay on the list of HPP contractors on the SMUD website New contractors must complete 5 jobs in first 90 days, 3 of which need to include both Seal & Insulate and Heating & Cooling packages. Start date for new contractors begins the date in-office or video job submission mentoring is complete. All current contractors must sign the new Participation Agreement and sign and acknowledge receipt of and understanding of the new Contractor Handbook Changes will go into effect March 1, 2019

7 Performance Standards Changes
Seal and Insulate SLA leakage reporting must reflect the “as found” conditions Old Homes Rules Ducts If planning to use existing ductwork, it must be sealed to 5% If replacing ductwork, must be sealed to 5%. May claim an exception for leakage if all ducts are replaced and home has inaccessible duct work Heating and Cooling A/C systems/Heat Pumps must have a 2-stage compressor Package A/C/Heat Pumps under 3 tons Must have a 2-stage compressor, SEER greater than 15 Any thermostat is allowed that is Wi-Fi, 7-day programmable with multiple set-backs per day capability Ducts sealed and insulated to T24 standards

8 Rebate Changes Seal & Insulate: Heating & Cooling:
$500 Airflow bonus now allowed if 400 CFM per ton achieved Heating & Cooling: $500 Window bonus now allowed Gas to Electric- HPWH Bonus Circuit: If a customer choses to convert their furnace and not their gas water heater, an additional $500 bonus for installing a circuit for future installation of a HPWH can be included Gas to Electric Home Bonus: No induction. SMUD has a $100/$500 stand-alone rebate Rule is: Home is all electric ready plus an EV charger circuit HPWH, HPSH, Cooktop/range, Dryer, EV Charger

9 Exception Process Changes
No Smart Thermostat exception needed as long as the 7-day programmable, Wi-Fi with multiple set-backs per day requirement is met Photo documentation must be submitted with the exception request showing the reasons program performance standards cannot be met. All exception requests must contain the cause for the exception request AND the steps being taken to maximize post-retrofit conditions to show due-diligence.

Project Application website Users will need to create a separate login that is specific to this page. Reach out as early as possible and/or before doing any work to discuss specific requirements with a designer. We see quite a few jobs where the work was done ahead of contacting SMUD Design, the local agency has inspected the panel; however the work does not meet all SMUD requirements and additional work is needed.
