Recommendations: social workers need to be involved in reforms that set priorities for treatment and other biopsychosocial interventions. Actions: Social workers *participate and assume leadership roles in stakeholder collaborations. *participate in grassroots advocacy for criminal justice reforms. *develop research and written materials that speak to the issues from a social work perspective. Results: this will divert individuals to appropriate treatment and supportive services that will lead to reductions in the revolving cycle of arrest, incarceration, and rearrests of low-level offenders.
