Freedom at Last Though the 13th amendment had been ratified, African Americans still did not have U.S. citizenship or the right to vote. The majority of slaves remained in rural South for a number of reasons

6 Reasons for staying in the south
1. most freed people had little or no money and few belongings 2. few freed people had been educated which limited job opportunities 3. the South’s economy had been crippled by the war 4. southerners had to create a new labor system to replace slavery

Freedmen’s Bureau Federally funded program Provided food, clothing, fuel and medical services to many southerners The most important service they provided was education.

8 Landownership Government tried 2 main methods to own land:
1. they offered freed people abandoned Confederate land Ex: Sea Island – taken over during the Civil War. Union general William T. Sherman divided the land into 40 acre plots and gave them mules to tend the land

9 This method failed because the land was eventually returned to the original white owners
2. Southern Homestead Act --ineffective because freed people could not afford the land. If they did find the money to buy the land, few had money left for supplies to make their farms a success.
