1. Introduction to Municipal Government

2. There is no mention (or designation of powers) for municipal government in our constitution.
Municipal governments are adapted from traditions of our Aboriginal communities and our colonial history.

3. Municipal governments were established by the provincial governments out of necessity to provide the basic services to people living in a common area without common needs.

4. Some services the municipal government provides are:
Snow removal
Garbage removal
Fire protection
Police
Public transit
The services municipalities provide are broad in scope and expensive funding is a major issue.

5. Municipal governments are funded primarily through property taxes.
They also receive funding from the Provincial government for areas in which both levels of government share responsibilities. (Ex. Roadways)
Municipal governments are not permitted to accumulate debt or overspend their funding.

6. Other ways they get money:
Fees – rec. centers, rental fees
Licenses – hunting, boating
Permits – vendor permits
Fines/Tickets – parking, meter fines
Taxes – Property taxes

9. Qualifications to Vote:
You must reside in the municipality
You must own or rent land in the municipality
Be married to someone under 1 or 2

10. Each municipality establishes how it elects its council, there are 2 main styles:
At-Large Election – everyone within the boundaries of the municipality vote for the same list of candidates.
Ward System – municipality is divided into wards and each ward elects representatives.
** Some municipalities use a combination of these styles electing the mayor using the at-large style and the councilors using the ward system.

11. Elections at the municipal level are also held to fill positions on commissions and board and boards (Ex. School boards)
