Non-Intercourse Act U.S. would not trade with France or Great Britain
First to lift trade restrictions wins. THIS FAILED Macon Bill: Reopens trade with both, but first to lift restrictions, U.S. will stop trading with the other. France lifted restrictions with conditions British merchants hurt, so they lift restrictions, but not before the U.S. declares war on G.B.
