A vision for PPE expansion
UBE as of right: a common foundation of knowledge and skills (life skills, cognitive skills, social skills, work-related skills) + Post-Basic Education / Training as of choice (diversified, differentiated and relevant pathways)

Expansion and diversification of PPE is unique to each country
Learn from the past to inform the present and plan the future Global trends, but country-specific realities International/African experience sharing, but country-defined solutions

PPE expansion as democratisation
Equity of access + equity of outcomes From education of the few to learning opportunities for the many To expand PPE is to reform PPE

Government’s responsibility
PPE expansion needs to be: - sustainable, - equitable, - needs-driven, - outcome-focused PPE expansion needs to be planned and managed.

Partnerships are essential
Governments can no longer afford to be sole provider MOE can no longer be just ministries of schooling only Innovative partnerships to assist in: - mobilising all current and potential resources for education - creative and innovative thinking

The way forward Optimism and determination, grounded in African reality Economic growth Demographics Political leadership & commitment
