Individuals are expected to act responsibly and understand that there may be consequences for their choices
A few rulers have power to make decisions for the people
People are expected to accept and follow the decisions made by the leaders
Personal freedoms (choice of religion, culture, beliefs) are limited
Citizens do not participate in making public decisions
