2 Bangladesh European Union CDMP Learning and development initiatives Disaster risk and climate change at all level of education curriculum Introduce professional degree programme Training targets key government and NGO officials as well as other stakeholders (DMC leaders, members) Traditionally delivered in a classroom in educational institutes or in a training academies

3 Bangladesh European Union Past Issues on Training High turnover of trainers Standard of delivery was not always maintained and not always consistent Required minimum/maximum number of learners Required significant travel for remote attendees All learners at the same pace – advanced learners get bored, slow learners are left behind

5 Bangladesh European Union Pilot Phase – Overview Develop infrastructure for e-learning with minimal content Trial e-learning with limited partners Test effectiveness and generate lessons learnt before expanding implementation (content, targeted recipients) Funding provided by Swiss Development Cooperation (SDC)

6 Bangladesh European Union Pilot Phase – Purpose & Objective Purpose Mainstream e-learning within the national education, research and training network Objective To create an operation e-learning training system that can be fully integrated within CDMP Phase II implementation strategies by December 2010

7 Bangladesh European Union Pilot Phase - Outputs 1.1 Interactive Web and CD based training for two selected courses developed and piloted with five network partner organisations by November 2010 1.2 Interactive training modules integrated within systems of at least five targeted partners by December 2010 1.3 Project report including recommendations for broader implementation prepared by December 2010

8 Bangladesh European Union What Infrastructure is Required? Learning Management System (LMS) manages learning on the Internet – users, virtual classrooms, content (audio, video), testing, etc. CD development/distribution to remote areas Establishment of e-learning centres at partner institutions

9 Bangladesh European Union Pilot Content Two courses: – Introduction to Disaster Management (Bangla and English)- basic about disaster risk reduction, emergency response and climate change adaptation – Comprehensive Disaster Management (Bangla and English)- Comprehensive risk management with climate change risks in all sectors considering all hazards Selected for widespread audience, pre- existing course material

13 Bangladesh European Union Progress Established a Technical Advisory Group (TAG) The TAG held a meeting on 25 March 2010, project introduced, implementation modalities discussed, and follow-up actions decided; The Request for Proposals (RFP) and Terms of Reference (TOR) to support implementation has been developed and approved in 2 nd TAG meeting on 10 May 2010; Five partner organizations were selected for establishing e-learning centres Discussion was held with UNDPs Access to Information (A2I) project RFP Finalized, published (12 June 2010) and proposal received
