1. For each problem, your group must come up with a solution in minutes. You can’t borrow $ (there aren’t banks – all your $ is whatever gold/silver you dig up) and you cannot spend more than you have. But you can change one of your old solutions if a new problem makes you need more $.

2. Problem #1: No Rain For 3 weeks, there’s been no rain.
The crops are dying, and the only way to save them is to build canals from the nearby river to get water to the farms in the city-state

3. Problem #2: Civil Conflict
Because of the lack of rain, people began stealing each other’s crops, and now fights break out each day
People must stop stealing from and fighting with each other

4. Problem #3: Foreign Invasion
A neighboring city-state has learned of the civil conflicts in your city-state
They are marching on your city with an army of 5,000 soldiers and will be there in one month’s time
