3 Main Idea: After the Revolutionary, many Americans viewed themselves as citizens of individual states, rather than as citizens of a nation. Almost no one wanted a powerful national gov’t; Congress was only a wartime necessity Believed that country as a whole was less important than its 13 parts; not a nation but Confederation-an alliance of separate gov’t that works together

4 Main Idea: During its early years, the United States faced economic chaos and social disorders.
States had huge debts owed to foreign countries and citizens and began printing cheap paper money to pay off debt Nationalist group developed to create a strong national gov’t; Congress sometimes was unable to act because laws makes failed to attend sessions

5 Main Idea: Shays Rebellion convinced many Americans that a stronger national government was necessary. Farmers led a rebellion against specie tax-driving out tax collectors & protested the new tax with petitions & public meetings Farmers rioted & marched to Springfield arsenal (place that housed guns); Congress could only look on had no power or money to raise an army or way to force states to pay for one
