5 1. Overview - Background Travel Changes at ICANN
New Community Travel Support Guidelines (updated October 2018) Fellowship Application process improvements (June 2016) Project Goals Conform GAC Travel Guidelines to ICANN org (as needed) Better understanding of the overall GAC travel support capability More Clarity for Applicants More Certainty in Selection Process Increased Transparency and Accountability (use of resources)

6 2a. Application Process Applications will be needed much earlier than before. Application Process Timeline Lead 1 GAC Travel Support Request Form to complete 1 week from sent date. (Usually sent 3 weeks before the ICANN Travel Support submission deadline) GAC Membership 2 Requests submitted to Selection Committee with a first selection (see selection process section 4.3) 2 days after travel support form is closed ICANN GAC Support 3 Selection Committee review of GAC applications 1 week once list has been submitted by GAC Support GAC Leadership 4 Final list sent to ICANN Travel Support 120 days prior to the next ICANN Meeting* 5 GAC Supported travelers notifications 40 slots 30 members 5 observers *to allow for sufficient visa processing time

7 2b. Eligibility Criteria
Like the current rules, the eligibility conditions under new guidelines will provide basic baseline criteria for applicants. First filter for selection process. Eligibility - YES / NO Eligibility - no current changes to date 1 GAC Member country, territory or observing organization? List of GAC Members and Observers - 2 Low, lower-middle, upper-middle income (LI, LMI, UMI) economies following the World Bank economic classification 3 United Nations grouping of Small Islands Developing States (SIDs) 4 United Nations grouping of Least Developed Countries (LDCs) 5 Observing organization is dedicated to the interest of LDCs/SIDs, has no members from the OECD and is based (headquarters) in an LDC/SID (includes pre-approved organisation requests) The eligibility criteria should be in accordance with what GAC Members will have to follow while applying for travel support

8 Experience and special position in the GAC
2c. Selection Criteria New rules will propose to create a more certain process for both applicants and processors. Scoring system supported by GAC principles can increase certainty of process and outcomes. Selection criteria Scoring (example) Diversity 30 World Bank Classification of low or lower-middle and upper-middle income economy United Nations SID United Nations LDC Observer/Pre-approved organisation Experience and special position in the GAC 20 Vice-Chair position Working Group Chair/ Co-Chair position GAC contributions and experience GAC point of contact of liaison to an ICANN group 6 selection criteria + scoring - following model of fellowship program The selection criteria should be in accordance with what the Selection Committee will follow to select GAC travelers.

2c. Selection Criteria The selection criteria and scoring should reflect GAC priorities regarding diversity, participation and contributions. Selection Criteria Scoring ICANN Engagement and participation 20 GAC Lead participant in ICANN working group or cross-community working groups Completion of ICANN Learn mandatory courses GAC Membership priority* 10 Appointed Representative Alternate Representative Advisor Non GAC Member (exception) Location (country or ICANN region of residence to enhance participation) Priority consideration can be given to a candidate based on the location of the GAC meeting in order to enhance participation from a particular region. *one representative per delegation, non GAC Member case by case basis

Selection Criteria Selection Criteria Scoring ICANN Meetings attendance 10 Never attended an ICANN Meeting Attended 1 meeting over the last 3 meetings Attended 2 meetings over the last 3 meetings Attended 3 meetings over the last 3 meetings Previously canceled travel support past the 45 days deadline Did not provide required information to ICANN Travel Support in a timely manner Traveler officially confirms attendance to the ICANN Meeting Regional Balance GAC representative requesting travel support resides in the represented GAC Member country, territory, or region Location of the GAC representative requesting travel support is farther from the ICANN Meeting location ICANN Meetings attendance - verify whether the traveler complies with the deadlines set by ICANN, how many meetings has the traveler attended (majority of 3 last meetings) 45 days deadline - from start of meeting back 45 days of starting date of the meeting, last time that ICANN will accept any changes (cancelations, etc) to ensure visa or hotel requests for ex are being processed on time Official confirmation - there is currently no process put in place for the traveler to confirm whether they are allowed to travel to the next ICANN Meeting. Official confirmation is needed to ensure the traveling process Waiting list Regional Balance (suggestions) Should the requestor reside in the country the GAC member represents? Should priority be given to a GAC Member located far from the meeting?

ICANN64 Kobe - GAC travel support rules discussion Post ICANN64 - Comments from GAC Membership processing (4 to 6 weeks following the meeting) ICANN65 Marrakech - New travel support rules adopted ICANN66 Montreal - Regular selection process ICANN67 Cancún - Implementation of updated selection process
