PUBLIC HEALTH STATISTICS
ACTIVITIES, MEETINGS AND ESSNET 28/29 March 2011
4
ESSC decisions as a response to lack of resources/economic crisis:
BACKGROUND ESSC decisions as a response to lack of resources/economic crisis: Negative priorities Sunset clauses in all new legislations Reduction in number of meetings No more interpretation in meetings other than ESSC ESSnets: limitation Vision (Communication 404): modernisation of social statistics 28/29 March 2011
5
BACKGROUND Public Health Statistics: change from a development to an implementation/consolidation phase with adoption of regulation N° 1338/2008 Regular data collections for all domains for all EU MS with an increased level of comparability Progressive development of implementing regulations 28/29 March 2011
6
Consequences for Public Health Statistics as regards activities
Health care CoD: no call for proposals on the IRIS project Morbidity statistics: reactivated through a TF Survey information: SILC EHSIS: one-off operation in 2012 EHIS: implementing regulation limited to 2014; repetition as part of the modernisation strategy 28/29 March 2011
7
Consequences for Public Health Statistics as regards meetings
Proposal for reducing the number of meetings: WGPH: one annual meeting TG: continuation of all meetings but no more on a systematic annual basis Proposal for 2012: meeting of CARE and MORBID TGs EHIS TG meeting only in case of difficulty with the IR Plus TF on Morbidity statistics and on the HLY 28/29 March 2011
8
Consequences for Public Health Statistics as regards ESSnet
PH: not a priority area for an ESSnet, even if restricted to Morbidity statistics No ESSnet in 2011/2012 Development work with TFs 28/29 March 2011

2. MODERNISATION OF SOCIAL STATISTICS
THE SURVEYS COMPONENT 28/29 March 2011
10
To make the system more responsive Efficiency gains through:
Why? To realise efficiency gains in order To make the system more responsive Efficiency gains through: - increased use of administrative information - rationalising the system of micro-data collections (in particular the survey components) 28/29 March 2011
11
Nine micro-data collections at EU level
The current situation Nine micro-data collections at EU level LFS, SILC, ICT AES, EHIS HBS, TUS SASU, ESHSI Potential for improvement due to: - duplications/overlaps - insufficient integration - non-harmonised approach for ad hoc modules to the different surveys - need for a systematic review of accuracy/frequency requirements for variables across surveys 28/29 March 2011
12
A Eurostat proposal for a rationalised system
Two pillars: ‘Labour’ and ‘Living conditions’ - two modular surveys Each pillar based on the current two main flagship surveys (LFS; SILC) Criteria for attaching modules to each pillar: mainly content-related sometimes sample size/timeliness Each pillar composed of: a main survey follow-up survey(s) 28/29 March 2011
13
Target infrastructure: a two-pillar modular approach
LIVING CONDITIONS PILLAR LABOUR PILLAR Main survey Main survey Fixed component Rolling Modules Fixed component Rolling Module Follow-up surveys Follow-up surveys 28/29 March 2011
14
‘Living conditions’ pillar
‘Labour’ pillar ‘Living conditions’ pillar Main survey Fixed component Based on fixed component of LFS Transfer of information from/to AES Rolling LFS modules Based on fixed component of SILC Improved timeliness Longitudinal data? Rolling SILC modules Follow-up survey(s) Sub-samples from the core sample Including modules on AES, ICT, modules to answer NPN and short fast-response module Full sample Including modules from EHIS and SASU 28/29 March 2011
15
General feedback from DSS
Integrated approach supported by most countries Proposed two-pillar approach: Ambitious proposal Diverging views Need for more detailed proposal Testing/piloting necessary Burden on sampled persons Contradiction between complexity and timeliness Alternative proposals made: one/three pillar approaches 28/29 March 2011
