1 pt for a second priority vote
Combined scores for duplicate titles
Checked for any good opening plenary possibilities
Chose final and back up lists of talks and speakers – mostly based on scoring with some tweaks
Checked for balanced distribution: Talk type, speaker age, gender, number institutions, etc.

We suggest this as a plenary because:
FRIB is hosting the conference
The talk is very timely; conference just after first linac segment commissioning
