2 Need to Know Info Chair: The leader of an assembly who runs its meetings by recognizing members to speak or move Floor: The person who has the full attention of the room (You have the floor) Committee: A small group of people who meet and bring recommendations to full assembly Legislation: A small group of legislators who meet and bring recommendations to the full assembly

3 Need to Know Info Cont. Legislation: A specific written proposal
Amendment: A proposed change to a piece of legislation Docket: The complete pack of legislation Agenda: The order in which the bills will be debated Authorship Speech: The first speech given on a bill (delivered by the author) explaining why the bill should be adopted

4 Writing a Bill Needs to be typed, double spaced, and no longer than one page Use “WHEREAS” clauses to state the reasons for adoption of the bill After your final “WHEREAS” clause, have a transitional statement that says, “now therefore be it resolved that this Student Congress…” Give “Further resolved” statements that outline further purpose or intention

5 Format and Timing Authorship Speech (3 Minutes)
2 Minute Questioning Period 1st Negative Speech (3 Minutes) Alternate between Aff and Neg Speeches (3 Minutes) Each Speech followed by Question Period (1 Minutes)
