In response to SB 1440, a college removes all local graduation requirements from its existing degrees.

Rio Honda College decides to add degrees designed for transfer to is formerly all CTE offerings.

(2) C. It depends – if this is a change in the college’s mission, then it is a substantive change. If this is just a re-packaging of existing courses, it is not. But, of course, the changes must be reported. 2

8. Is a substantive change proposal needed?
MSJC adds two new requirements (6 units) to its 24 unit general education package.

9. When should a substantive change proposal be submitted?
As soon as the change is documented or submitted to the state for approval.
When the change is planned.
Three years prior to implementation of the change process.
When a change is 1st proposed locally, that proposal should also be forwarded to ACCJC.
(4) B – the proposal should be submitted before the change happens. The process is in place to ensure quality and capacity – this is needed once the change is formally planned locally. No need to bother ACCJC with ideas that may never see the light of day. 4

10. Is a substantive change proposal needed?
Rio Hondo College plans to change its name to Rio Honda college.

It depends on why the college is planning a name change.
(5) A. Yes. The proposal must present evidence that it has made proper notification of its
change of name, including notifying the USDOE if the institution participates in
federal financial aid programs. Any change in name must be consistent with the
institution’s mission. 5

11. Is a substantive change proposal needed?
Mt. SAC changes a required 20 credit hours for an ECE certificate to 30 credit hours.

DENNIS 4:10 -4:15 How do you avoid getting caught off guard? ACCJC Annual Report is critical in this process - TRACKING critical, but can be challenging in some areas – especially DE. Focus on preparing in advance… processes that help institutions to effectively build capacity. This will lead in to the LATTC example
