3 Objectives for the RDE DB
Several criteria will be used to assess the potential of the data evaluation methods. The assessment for two important criteria requires experimental RDE data obtained from several vehicles under a variety of conditions: 1. The ability of the methods to assess RDE performance (- also potentially for specific driving situations) 2. The evaluation of testing conditions, i.e. the potential of the methods to assess the testing conditions after the completion of test.

4 Data categorization We will use classification combining the types of test conditions (including speed profile, weather, road grade, payload) and some vehicle performance scenarii. Test conditions: a 'first and general' judgment on the normality/severity of the test conditions will be used to categorize the tests. This judgment shall be checked and/or confirmed by the data evaluation method. Vehicle emissions performance scenarii: an engineering judgment will be used to categorize the general RDE performance of the vehicle, and in particular to identify high emissions events occurring during some tests, without attributing those to the testing conditions or to the vehicle itself (This is what the application of the 'method' shall achieve).

8 Using the DB (1) The RDE data evaluation methods shall be applied to carefully selected combinations of testing conditions and performance scenarii. As a result, the methods shall properly: Estimate the RDE performance of the vehicle over a 'normal' test, in comparison to another normal test (for the entire test or specific conditions); Assess the 'normal' character of testing conditions and in particular their completeness and their severity; At last but not least, have a sufficient sensitivity to show the high emissions occurring during some tests and to have the ability to determine whether these high emissions have to be attributed to the severity of the testing conditions or to the vehicle.

9 Using the DB (2) The 'logic behind' is as follows:
- Was the vehicle tested under normal testing conditions? - If yes, is the first judgment regarding 'normality of the route' (including its completeness) confirmed by the data evaluation method? - If yes, the high emissions (if existing) events shall be attributed to the vehicle? - If no, the high emissions (if existing) shall be attributed to the severity of the testing conditions. etc…

10 Using the DB (3) Normal RDE test conditions are defined as such: The four criteria have to be fulfilled * General judgment = Normal * Shares of Low, Medium and High Speed driving = Balanced * Weather conditions = within the boundary conditions for ambient temperature * Road profile = Normal to Partially Hilly

11 Using the DB (4) Abnormal RDE test conditions are defined as such: Only one of the four criteria has to be fulfilled * General judgment = Severe or soft * Shares of Low, Medium and High Speed driving = Unbalanced * Weather conditions = Outside the boundary conditions for ambient temperature * Road profile = Hilly - Mountain

13 Submitting and exchanging data (Reminder)

14 Basic principles The vehicle provider is the owner of the data
Each vehicle owner shall instruct JRC: Which data can be released [raw/processed]; If the data has to be anonymized; To whom it can be released (restricted to a number of organisations or to the whole RDE group); JRC will conduct the data screening (Presence and quality) JRC will upload the data to the VCA FMS in the appropriate folder(s)

15 Data confidentiality - release
All data sent to the European Commission (DG ENTR or JRC) by any of the participants will remain confidential under the conditions of the Regulation No. 1049/2001 of the European Parliament and the Council of 30 May Article 4(2) of that Regulation notes that "The institutions shall refuse access to a document where the disclose would undermine the protection of...commercial interests." The data owner shall inform in writing the European Commission (DG ENTR or JRC) if part or all the data can be released and to whom it can be released (restricted distribution)

16 Data format and submission
RDE reporting template (Phase 2 - V1 - available on CIRCA, section reference documents and tools) Laboratory data: Reporting template PEMS data: Submission of “raw” (.xls or .csv) instrument data files - or EMROAD template. Secured Data submission facility: VCA File Management System (VCA FMS) To create an account, send the contact details (Name, company, address, telephone) of the applicant(s) to JRC, who forwards the information to VCA for opening the account

17 Data screening Presence and quality of mandatory data
Screening verifications as foreseen in the PEMS test protocol Additional info required for the data evaluation method(s) Request for complementary information Screening may (better) or may not be a co-operative process between participants and JRC
