Just War Doctrine of the Catholic Church
Must be decided by the people in charge. The damage being inflicted by the aggressor is grave, lasting, and certain. All other options have been explored. War as defensive measure must have serious prospect of success. It cannot produce more or greater evil. There is a duty to protect and help innocent victims. Helpers must never try to influence who they are helping. There is a moral obligation to intervene when basic human rights are being seriously violated. Economic sanctions must be used carefully and not to punish. It cannot just affect everyone (indiscriminate). The purpose has to be clear and obtainable.
