Pre-Match Responsibilities: Early arrival –In NCSSL, 30 minutes before game time is recommended. –This allows for proper pre-match instructions to be given and for pre-match responsibilities to be properly carried out. Check field markings, goals and nets –Do not assume that because a game was played on the field before your match that all is okay or fixed. –The referee shouldnt be called just before the match begins that there is a problem with the nets, flags, field or the markings. Player equipment –In general, the membership has been getting lax in this responsibility. –There have been many instances where match referees have had to ask players to remove visible jewelry while the game is in progress. –A specific instance with L. Bazzo was a player who was wearing an outside of the sock ankle brace but no shin pad. It was …a hassle to put on. (the players words) but it could be done. I noticed this situation 5 minutes into the match when the players team was about to perform a corner kick and had to ask him to leave the field. This should have been looked after by the A/Rs during the pre-game equipment check and rectified at that time. Determine who will be the Senior A/R –Extra responsibilities shall include a) monitoring the bench area, and b) ensuring the proper substitution procedure is followed. The referee shouldnt have to monitor coaches or substitutes position or clothing in the Technical Area except in confrontational situations

Match Responsibilities: Goal Kick –First 2 to 3 times in first half and once or twice in second half, insure the ball is place properly in the goal area. –If goalkeeper is taking the kick, get in line with the second to last defender to properly judge for offside. –If another player is taking the goal kick, position should be at the top of the penalty area. –This is being done, as a rule. Offside Hold signal until acknowledged by referee (or defending team has clear possession). Goal Scored Good Goal, no controversy- No flag signal needed, 20 to 25 yard sprint to centre line. Good Goal, tight decision- Attention Referee signal, referees acknowledgement, 20 to 25 yard sprint to centre line. Substitutions A/Rs are signaling for the duration of the substitution procedure, which is too long. Once substitution is acknowledged and allowed by the referee, lower the flag. The senior A/R now has other duties to perform.
