The number dead range from 36 to 3,000. It is said by some that mass graves exist in old mine shafts, thus the wide margin of difference in the total number of dead. After the Riot Beginning Tuesday night many Blacks fled the city, buying one-way tickets to every city from New York to San Francisco. No further violence occurred. Friday, June 3, martial law was revoked and the national guard returned the city back to the local police. Within a week of the riot, blacks were made to carry "green cards." The Tulsa Tribune carried a story of the issuance of the green cards, saying, "It is the certificate of industry and decency to every negro who carries it. It marks him as the better class, just as the absence of the card brands the other fellow as one to be looked upon with suspicion if not to be rid of. In this hour of reconstruction in our city let every good negro who is entitled to his green card, get it without delay." Blacks working in permanent jobs wore green cards, signed by their employer as a matter of identification. Employers would go to the issuing location to identify the employee, then the employee would be issued the green card. Any black found in the streets without a green card were to be arrested after Tuesday June 7 and taken to the fairgrounds camp to help the black victims of the riot. More than 7,500 cards were issued. The case against Dick Rowland was dismissed at the end of September, His dismissal followed the receipt of a letter by the county attorney from the girl he was accused of assulting, in which she stated that she did not wish to prosecute the case. Police Chief John Gustafson was indicted, tried and convicted of failure to control the situation. An editorial from the Tulsa Tribune on Saturday June 4, 1921 spoke volumes. "Such a district as the old "Niggertown" must never be allowed in Tulsa again. It was a cesspool of iniquity and corruption. It was the cesspool which had been pointed out specifically to the Tulsa police and to Police Commissioner Adkinson, and they could see nothing in it.....In the old "Niggertown" were a lot of bad niggers and a bad nigger is about the lowest thing that walks on two feet. Give a bad nigger his booze and his dope and a gun and he thinks he can shoot up the world. And all these four things were to be found in "Niggertown"...." Again in the Tulsa Tribune, "It is the old story; a negro puts hand upon a white girl. The girl screams, the negro is caught and put in jail. The word is passed among the element that has not been taught to respect the law that there is to be a "necktie party" that night. That element of whites began to collect around the county court house and jail. It was largely a curious and good natured crowd. Then a small band of armed negroes came by auto to the scene... The whites who gathered around the court house Tuesday night went away to get arms when they found the negroes arriving with arms. The negroes went away for more men and more guns. Before midnight "the war of races" was on in the streets of Tulsa and was carried into "Niggertown" where it raged until well into afternoon the next day. The lawless whites went into "Niggertown" to "smoke 'em out" of certain places where the tough element congregated. This lawless element fought back the fire department. Then it started to loot the negro huts an d houses. By Wednesday night "Niggertown" was a vast acreage of ashes and the state militia held the city under martial law". The Greenwood District was rebuilt, but it never again achieved the national reknown and economic status it had enjoyed as the country's Black Wall Street. 1997
