3. Short bio - Wolfgang Rusch
Retired Senior Advisor at SIGMA and working on behalf of SIGMA for Albania since 2008; Emeritus University Lecturer in Administrative Law and Senior Government Official in Germany; engaged in EU public administration reform projects since 1997; Wolfgang Rusch wrote Part Five “Administrative Activity”, contributed to Part One “General Provisions” and, furthermore, was also responsible for the overall concept of the Commentary as a whole, coordinated the substantive work of the group of authors and did the final legal editorial work on the English text.

4. Short bio - Zhani Shapo
Former Senior Civil Servant in Albania; University Lecturer and Member of Board of Editors of the Albanian Law Journal; engaged in numerous public administration reform projects in Albania on behalf of SIGMA since 1998; Zhani Shapo wrote the Part Four “Administrative Procedure” and Part Nine “Transitory and Final Provision”. He also provided invaluable input to the overall Commentary project thanks to his knowledge of the Albanian administrative system and his vast experience within the Albanian administration and is also responsible for the legal revision of the Albanian translated version.
