UROPS – State of the art The access to INPS data: a formal denied in mars 2009 November 2006/November 2008 First Protocol with INPS. When we prepared Sample Project we had not reasons to think that INPS would have forbidden, in the future, the access to this database for the project. In 2008 there were important changes in National and Regional Direction of INPS that have blocked the renewal of the protocol and so the access to INPS database. In these two years we sent to INPS many requests explaining them the importance of this project but in mars 2009 we received a formal denied. Concerning the first database, INPS database, this is what happened. In November 2006, we stipulated with INPS a protocol to access to INPS data to analyse and to monitor poverty phenomenon. This protocol had a duration of two years. When we prepared Sample Project we had not reasons to think that INPS would have forbidden, in the future, the access to this database for the project. But in 2008 there were important changes in National and Regional Direction of INPS that have blocked the renewal of the protocol and so the access to INPS database. In these years we sent to INPS many requests explaining them the importance of this project but in mars 2009 we received a formal denied.

5 1) A new database from Revenue Agency
UROPS – State of the art 1) A new database from Revenue Agency We selected another important local public agency for having access to his administrative database: the Revenue Agency Organisation (Department of Finance) Revenue Agency is the public organisation that menages tax returns. We acquired the database after a long negotiation (16 months) with Revenue Agency that involved also the Authorities for the protection of Privacy The database contains individual income tax returns of people resident in the province of Pisa After the denied of INPS we selected another important local public agency for having access to his administrative database: the Revenue Agency Organisation (in the Department of Finance) Revenue Agency is the public organisation that menages tax returns. After around 16 months of contacts and requests we obtained all the data. It has been a difficult process with the involvement also of the Authorities for the protection of Privacy. The database contains individual income tax returns of people resident in the province of Pisa in 2008.

Provincial Jobcentre the office that works in order to ease the meeting between demand and labour supply. The Provincial Jobcentre uses IDOL Sistem to store data IDOL database contains data of people registered as unemployed; the start and cessation of work provided by companies; information about the income and familiar conditions of the unemployed and about professional status of the workers For Sample project UROPS has obtained IDOL database with tax code People stored in the Provincial Jobcentre’s database are to which must be added the number of the workers comunicated by companies The second database that we have acquired is the database of Pisa Provincial Jobcentre, the office that works in order to ease the meeting between demand and labour supply. IDOL database contains data of people registered as unemployed; the start and cessation of work provided by companies; information about the income and familiar conditions of the unemployed and about professional status of the workers For Sample project UROPS has obtained IDOL database with tax code People stored in the Provincial Jobcentre’s database are (thirty thousand five hundred seventy four) to which must be added the number of the workers comunicated by companies

In Italy the most important organization who realises actions to contrast poverty is Caritas, a catholic association. Caritas has more than 200 counselling centres in Tuscany and they are part of a Network, called Mirod. This Network, created in 2003, has at first designed an unique database, that contains the materials collected in all Caritas’ counselling centres. UROPS gained the access to MIROD database and formalised an agreement with Caritas for their involvement in the construction of the Observation System to monitor poverty, vulnerability and social exclusion As we previewed in the project, the third database that we acquired is Caritas database. In Italy the most important organization who realises actions to contrast poverty is Caritas, a catholic association. Caritas has more than 200 counselling centres in Tuscany and they are part of a Network, called Mirod. This Network, created in 2003, has at first designed an unique database, that contains the materials collected in all Caritas’ counselling centres. UROPS gained the access to MIROD database and formalised an agreement with the 3 Caritas of the territory for their involvement in the construction of the Observation System to monitor poverty, vulnerability and social exclusion

8 UROPS – State of the art Next step in WP3 “Integration of EU-SILC data with administrative data” With the material acquisition of these three databases we can proceed with the most important task in WP3: the integration of EU-SILC data with administrative databases Now, we can say to be very satisfyed because with the material acquisition of all databases we will be able to proceed with the most important task in WP3: that is the integration of EU-SILC data with administrative databases.
