Aim To enhance the proficiency of port facility security staff in monitoring the contiguous zone of the port facility.

Objectives Security staff required to notice the suspicious person within the required time as stated in the PFSP. Security staff required to handle the suspicious person according to procedures in the PFSP.

Desired outcomes Security staff will be able to: Effectively monitor the contiguous zone. Take the necessary actions to deal with suspicious individuals in the contiguous zone. Deter suspicious individuals from loitering in the contiguous zone.

Scenario A syndicate plans to use port facilities as a conduit for smuggling contrabands. Syndicate members have been tasked to probe various port facilities in the region in order to determine the effectiveness of the security.

Controller Tasks Commencing near one end of the Port Facility entrance, the intruders are to walk slowly around the perimeter Pause frequently to chat, take photo and look towards installations in the Port Facility Loiter at entrances to the Port Facility, take photos

Controller Tasks Do not make any attempt to conceal yourselves Be prepared for intervention by security forces Carry the “Letter of Identification” and tender it if harassed

Safety Physical safety of personnel is paramount
There is to be no physical contact between player and controllers acting as intruders, etc. Security staff are not to use abusive language when talking to controllers acting as “intruders” Do not neglect the safety of equipment
