Ceremonial head of U.S. Symbol of the United States Represents the United States at special occasions and ceremonies Meets with leaders of other countries to discuss international matters. Delivers speeches and represents U.S. at ceremonies. Awarding medals and speechmaking are examples of this role. President George W. Directs the actions of American ambassadors Signs treaties, executive agreements, and trade agreements with leaders of other nations.

19 THE WAR POWERS ACT 1973 May send military troops out of the country without Congress’ approval for 60 days, but must notify Congress within 48hrs. Limits the President's authority to declare war. Requires the president to notify Congress immediately after troops are sent into battle
