This funds: CPB, ASUP Services, Clubs / Organizations, and a Excigency fund.
Unspent funds go into endowment.

Last day to submit budgets: November 2nd
Meet with FMB to go over budget: November 5th – 14th
ASUP Senate discusses and passes budget: November 19th & 26th
