INTRODUCTION Stage IIIB emission reduction technologies have a large impact not only on engines, but also important consequences at vehicle level. Additional equipment of large volume and weight has to fit into the vehicle: After-treatment catalysts, urea storage tanks, larger cooling plants, etc… Not only modifications to adapt the new engines have to be made, instead new vehicle platforms have to be designed. Development of a new rail vehicle is a long process requiring several years before the locomotive/railcar can be placed in service. 5 Rail vehicle development process (I)
Draft design phase (~6months) - Railway vehicles are developed answering to call for tenders from the operators/customers. - Draft design of the customized vehicle is generated to present the bid - At this level engine data shall be available with a 90% reliability Performance data (power, rpm, etc…) Space and weight req (engine dimensions and weight) Interface requirements (coolant and oil capacity, heat rejection, intake and exhaust volumes, exhaust backpressure, etc..) Consumptions (fuel, oil, etc…) ….. Negotiation phase (~12months) After the draft design phase, the customer starts negotiation with the different presented bids. Ends with the contract signature between the customer and one of the bidders. 5

Design and manufacturing phase (~20-24 months) - Detailed design of the complete vehicle starts after contract signature - Purchasing of equipment and manufacturing is done in parallel to the design at the furthest extent possible to shorten delivery time. - At the beginning of this phase the engine to be installed in the vehicle has to be completely defined, ready for series production. - Engine delivery time is approximately 6 to 9 months considering that all necessary data was agreed in advance. MILESTONE: First vehicle finishes production (without testing) Validation testing (~3 months) Extensive testing must be carried out in the first(s) unit(s) to validate the performance of all equipments and its interfaces are according specifications. Design modifications are probably to occur still in this phase. 6

Homologation phase (>6 months) - A rail vehicle cannot be placed in service before obtaining approval from the national safety authorities. - This requires some on-track tests with the complete vehicle after the manufacturer’s validation testing phase (noise, running dynamics, electromagnetic compatibility, shuntage, etc…). - The process must be repeated in each country where the vehicle is going to operate and its duration is strongly dependent on the country. Some examples: - France: period of 4 months to review the safety dossier before approval is granted. - Spain: after approval, minimum km on-track test with first unit is required before any other unit can be placed in service. MILESTONE: Vehicle type is homologated, the vehicle can be placed in service. LCC and reliability period With the vehicles in revenue service operation, LCC and reliability is verified by the customer. 7

10 Due to current lack of availability of IIIB engines,
CONCLUSIONS Complete process of a locomotive development takes about 4 years. Contradiction with stage IIIA stability time of 3 years ( ) Delivery of the first vehicle unit happens about 30 months after signature contract. Assuming: We sign TODAY a contract We have TODAY all detailed data of the engine (IIIB engines already available) Then, the first IIIB locomotive would be placed in service in mid 2012. To provide IIIB compliant locomotives in 2012, integrators would have needed Preliminary engine data (90% reliability) in 2008 ! Final engine ready in mid 2009 ! Due to current lack of availability of IIIB engines, rail vehicle integrators are not able to provide IIIB locomotives in 2012 10
