POWERS OF CONGRESS Article I, Section 8
I. Enumerated powers- Specific powers listed in the Constitution. If the power is enumerated, then congress most certainly can do it. II. Implied Powers- General powers Congress has to do the following: A. Make all laws necessary and proper for carrying out the enumerated powers. Not as strong as enumerated, but it is tied to an enumerated power. B. Provide for the common defense and the general welfare of the United States. Weakest ground for action, because it could be a matter of opinion.
