GRB-64 September 2016 Germany presented an analysis of the current diverging requirements and challenges for Reversing Alarms of M & N categories of vehicles and called for harmonization (GRB-64-06) because of complaints and accidents Request from Germany for: Harmonization with requirements based on UN-R28 RA with different levels of SPL Automatic or manual level adjustment Pause function Management according to other safety devices as rear view camera Current situation: Vehicles >3,5t with RA based on ambient noise of highway construction areas, so very loud especially according to the period of the day/night Based on Employer’s liability insurance association RA mandatory or forbidden according to the CPs through national laws Different using conditions No harmonized limits

GRB-64 September 2016 Germany presented an analysis of the current diverging requirements and challenges for Reversing Alarms of M & N categories of vehicles and called for harmonization (GRB-64-06) Experts from China, France, Germany, Hungary, Japan, Republic of Korea, Spain, Turkey and OICA expressed their interest to study further this issue and to propose a plan at next GRB-65 in January 2017 As an example of possible solution, proposal from Germany to amend the UN-R28 Audible Warning Device with introduction of provisions for Reversing Alarms (GRB ) Supported especially by Turkey according to the alternative they already proposed at WP.29 June 2016 to establish a new regulation (WP )

GRB-65 february 2017 The experts from Germany (GRB Rev.1) , Japan (GRB ) , Republic of Korea (GRB-65-19) and Turkey (GRB & GRB-65-14) outlined the present situation with reversing alarms at the national level, identified the existing problems in this field and proposed solutions. - GRB agreed that, rather than amending UN-R28, a new regulation on Reversing Alarm should be prepared. - Main issues: scope, pause function, alarm sound composition (sound levels and frequencies), categories of RA … - Agreement of GRB for a new TF According to all these studies/presentations, have to be clarified: Scope through the vehicles/trailers categories Sound levels, Frequencies … & Test methods associated Using conditions, pause function, levels adjustment, categories of RA … Alternative solutions to RA (Reversing camera, rear sonar, directional microphones, someone guiding …)

GRB-66 september 2017 Guidelines with Time line up to GRB-69 January (Term of References) have been prepared by the group TF-RA (GRB-66-07) Organization of this TF: Japan volunteer to lead this group OICA as secretary Experts from France, Germany, Netherlands, Republic of Korea, Turkey, EC and OICA agreed to take part in these TF works Presentation by the expert of the Republic of Korea on the status of domestic accidents resulting from Reversing vehicles (GRB-66-02). M1 caused the largest number of backup collisions N1 & N2 caused the largest number of fatalities The expert supports that all categories of vehicles should be equipped with at least one safety device for moving backward (rear view camera, RA, parking sensor) The work must be done also with GRSG

GRB-67 january 2018 Status report to GRB by the expert from Japan as representative of the TF-RA - Questionnaire to be sent to GRB experts with request for answer by April 20, 2018 Agreement on: New regulation only for RA Scope M3, N3, [M2], [N2] In parallel to the IWG VRU-Proxi (Visibility & Detection of vulnerable road users) Proposal to organize a survey through a questionnaire among GRB experts to collect information on national practices (TF-RA & 03)

GRB-68 september 2018 A draft proposal for a new Regulation should be presented as: - Informal document at GRB-70 in September 2019 - Working document at GRBP-71 in January 2020 Status report by Japan (GRB-68-25) : TF-RA becomes TF- RW (Task-Force on Reverse Warning issues) with extension of one year. Questionnaire and results: some positions are different/inconsistent to each other. Open issues: The scope of this new regulation Sound level and sound quality (tonal sound / broad band sound / 1/3 octave broad band sound) Pause switch and level adjustment with their re-operation

02 CURRENT STATUS OF THE NEW REGULATION NEW REGULATION IN PROGRESS PART I – Audible reverse warning device are still under discussions: 3 levels [Low – Normal – High] according to [quiet – normal – loud] times, and/or Background noise Lmax [~40dB(A) - <60dB(A) - <80dB(A)] Frequencies up to 4000Hz Microphone at 2.00 ± 0.05m Min. & Max. SPL according to: Automatically non-adjustable/adjustable audible reverse warning device to ambient emission Tonal sound, Broadband sound 400Hz-10kHz, 1/3 octave band sound 400Hz-4kHz Time lapse activation/min. limit values reached < 0.5s Endurance test

SPL according to: automatically non-adjustable/adjustable audible reverse warning device to ambient emission Tonal sound, Broadband sound 400Hz-10kHz, 1/3 octave band sound 400Hz-4kHz Introduction of a table of correction according to the background noise Microphone at 7.00 ± 0.10m
