ANNUAL LEAVE Non-Pay Status Credit reduction A credit reduction is caused when an employee has accrued non-pay hours equal to their base pay hours in a pay period DCPS reduces leave credits by the amount of leave accrued during the pay period the employee received a credit reduction Leave does not accrue for employees in a non-pay status and receiving compensation from OWCP Leave does not accrue while in a non-pay status due to uniformed service 5/24/2019 Integrity - Service - Innovation

9 Integrity - Service - Innovation
ANNUAL LEAVE Presidential Appointees Executive schedule employees appointed by the President do not accrue leave Any leave accrued prior to a presidential appointment will be retained for future, non-presidential appointments SES and SL/ST employees If appointed at a rate of pay equal to or greater than the rate for Level V of the Executive Schedule may elect to retain annual and sick leave accrual 5/24/2019 Integrity - Service - Innovation

SICK LEAVE Per 5 USC 6307, sick leave is authorized for: Personal medical needs Care of a family member Care of a family member with a serious health condition Adoption related purposes Bereavement Substituting sick leave for annual leave Employees may substitute sick for annual leave if they become ill during a period of annual leave 5/24/2019 Integrity - Service - Innovation

12 Integrity - Service - Innovation

SICK LEAVE Non-pay status Non-pay hours may affect the accrual of sick leave Credit reduction A credit reduction is caused when an employee has accrued non-pay hours equal to their base pay hours in a pay period DCPS reduces leave credits by the amount of leave accrued during the pay period the employee received a credit reduction Leave does not accrue for employees in a non-pay status and receiving compensation from OWCP Leave does not accrue while in a non-pay status due to uniformed service There is no ceiling regarding sick leave This will be credited towards the employee’s OPM retirement calculations 5/24/2019 Integrity - Service - Innovation

14 Integrity - Service - Innovation
SICK LEAVE Presidential Appointees Executive schedule employees appointed by the President do not accrue leave Any leave accrued prior to a presidential appointment will be retained for future, non-presidential appointments SES employees If appointed at a rate of pay equal to or greater than the rate for Level V of the Executive Schedule may elect to retain annual and sick leave accrual 5/24/2019 Integrity - Service - Innovation

ADVANCED LEAVE Advanced sick leave Maximum 240 hours Type code is ‘LG’ LS will convert to LG as required by leave conversion regulations Input by CSR Advanced annual leave Maximum – Total Accrual from Request to End of Leave Year Code T&A 'LB‘ Advanced leave repaid through accruals 5/24/2019 Integrity - Service - Innovation

16 Integrity - Service - Innovation
ADVANCED SICK LEAVE Negative balance transfers Collected from final pay If the employee separates due to medical reasons, but is eligible for a voluntary retirement, HR can request separation code be updated to not create the debt DCPS will ensure an employee cannot be advanced more than 30 days [240 hours (80 hour AWS) or 432 hours (144 hour AWS)] sick leave at one time. 5/24/2019 Integrity - Service - Innovation

17 Integrity - Service - Innovation
ADVANCED SICK LEAVE Sick leave may be advanced with a future effective date outside of current pay period The NTE/Termination date may be up to 365 days from the effective date or the employee's NTE date, whichever is earlier Employees with a disability indicator are not entitled to advanced sick leave If 'LS' is input and the employee has a disability indicator, it will convert to 'LA' or if no 'LA' balance to 'KA', even if there is an advanced sick leave balance If an employee has advanced sick leave previously authorized and additional hours/days are granted, do NOT create a new leave adjustment. Instead, access the original authorization and modify the hours and NTE date to include the additional hours 5/24/2019 Integrity - Service - Innovation

18 Integrity - Service - Innovation
ADVANCED ANNUAL LEAVE The system will ensure an employee cannot be advanced more than what they will accrue up to the end of the leave year or on their NTE date, whichever is earlier The effective date for it to start can be a future date outside of current pay period The system checks the blanket leave advance indicator to see whether the employee has to have preauthorized advance annual leave or if annual leave can be advanced through T&A entry alone If the indicator is a ‘1’, the system will advance annual leave on type code 'LB' 5/24/2019 Integrity - Service - Innovation

19 Integrity - Service - Innovation
ADVANCED ANNUAL LEAVE If the indicator is a ‘3’, the system will advance annual leave on type code 'LA' or 'LB' If the blanket leave advance indicator on the master leave history is a zero, the system will then go to the organization level If the organization blanket leave advance indicator is a zero, DCPS will then go to the activity level which cannot be a zero 5/24/2019 Integrity - Service - Innovation

32 Integrity - Service - Innovation
MILITARY LEAVE Unused leave carries over but the balance cannot be more than 240 hours or 30 days In order for DCPS to update military leave balances, the proper codes must be input for time ‘LM’ Reserve Category field in the MER screen of DCPS must be something other than ‘Y’ (not applicable) in order for time to be coded as ‘LM’ NOTE: DCPS doesn't have an edit to prevent LM accruals if T&A is incorrectly coded with LM. It will auto-populate LM 120 hours for the calendar year in effect. 5/24/2019 Integrity - Service - Innovation

33 Integrity - Service - Innovation
MILITARY LEAVE If Reserve Category field is incorrect it must be corrected by Personnel Military leave is based on a fiscal year; therefore, the annual accrual will show in the ACCRUED YTD column in the pay period containing October 1 5/24/2019 Integrity - Service - Innovation
