Japan Strikes First Roosevelt new of pending attack but did NOT know where Wished he could strike first but knows he needs Japan to do so December 7, 1941 Japan attacks Pearl Harbor 1 ½ hours of near uninterrupted attack Japan loses 29 planes and a minisub America loses 18 warships, 350 planes and 2,400 killed Simultaneously Japan attacks Philippines and Wake Island
