Efficient and sustainable ports crucial for WCA to support economic growth
This means port growth through increasing shipping and port activities
Good news, BUT, environmental implications!
Ships’ wastes, ballast water, oil spill, biofouling, air pollution, port waste etc.
Mean time exposure to effects of climate change
So need for environmental capacity and action

But different politico-administrative systems rooted in colonial legacies (French/British)
Strong state dominance in port environmental policy
Incoherent approaches, even for regional policies
Yet common regional sea, common problems so common solutions needed

But port operations changing to public-private partnership
So need for formal role for private economic actors
Marine and coastal environmental impacts are public and societal problems so need for role for civil society actors
Yet, economic and civil societal actors roles are largely absent

6. INTRODUCTION C’TD Situation is not all too bad
Emergent environmental reforms but still limited and fragmented
Environment institutionalised in varying forms in most WCA ports
Potential for regional port environmental co-operation
Need for operationalisation, formalisation and strengthening

7. Basically Environmental Co-operation and Networking
SESSION OBJECTIVE
Essence of this session is to appreciate and put together lessons learnt from the Seminar and develop collaborative action between port authorities, private port operators, civil society and state actors to address common environmental challenges facing WCA ports
