M/415 is an element of the European Space Programme
The M/415 Mandate The European Commission DG ENTR Space Policy and Coordination issued the programming mandate M/415 to establish space industry standards M/415 is an element of the European Space Programme M/415 has been accepted by CEN/BT with the creation of BT/WG 202 Space Slide 2
3
The M/415 Mandate M/415 indicates the following targets for standardisation The Galileo satellite navigation system The GMES programme and other satellite applications for the environment, safety & security Satellite telecommunications Soyuz launch systems at Kourou The ‘value chain’ of commercial space systems The International Space Station and other international co-operative programmes Slide 3
4
Standardisation High Level Objectives
Increase competitiveness of European Space industry Maintain the leadership in EO systems and operations and avoid insurgence of undesired standards Ensure that technology drivers for the European guaranteed access to Space are lead by European requirements Slide 4
5
Roadmap As requested by M/415, the standardisation programme will consist of two steps: Feasibility study, scheduled to close and produce a deliverable on 30-June-08 Identification of the needs, scheduled to close and produce a deliverable on Jan-09 Slide 5
6
The Step 1 Feasibility study has to
Roadmap The Step 1 Feasibility study has to Identify the state of play in space standardisation by Making inventory of existing and planned European space systems Making inventory of terrestrial systems with which these space systems need to operate Identifying issues for inter-operability (based on above) Making inventory of the state of play in standardisation Identify priorities amongst these elements and sectors Identify actors to be involved for each area Slide 6
7
The Step 2: Identification of needs has to
Roadmap The Step 2: Identification of needs has to Identify standardisation needs Prepare a dossier which Tackles issues of design and manufacture of equipment, environmental aspects, services, quality, safety and interoperability Establishes EU position on future international legislation Proposes how to provide the necessary assistance to industry & relevant agencies (training, promotion…) Supports innovation: involve scientific/technical knowledge Slide 7
8
Where We Are The TN contains a table with a list of the standards currently applicable or under definition within the space observation domain Standards related to the development, testing, launch and in orbit validation of the satellite, as well as the telecommunication related standards will be addressed in a separate document The FOS is addressed as it represents an interface for the exploitation of HR EO missions in the context of security and dual use Slide 8
