Opportunities Regional Dialogue: Regional desire for peace ; ongoing negotiation on the legal regime; Tehran Convention Economic potentials - Hydrocarbon resources, third in world ; rich bioresources , some $ 5 billion ; transport corridor; Ecotourism. Time factor - Time has not yet run out for Caspian !
