3 Assessment of monitoring and evaluation framework
Quality of elaboration Evaluation and monitoring framework has to serve and the tool of the evaluation of the strategy implementation Indicators of this framework are: Evaluation: Impact indicators – measuring expected impacts - changes in the strategy area and at the level of strategic objective Evaluation/monitoring: Result indicators measuring expected results within the group of beneficiaries and at the specific objectives level Monitoring: output indicators measuring changes at the operational objectives/measures level For each indicator the baseline value and the baseline/start period shall be set up, as well as target value at the end of the intervention. This shall be as realistic as possible

4 Logic of the interlink to other parts of the strategy
Judging the interlink of the M&E framework with the LDS intervention logic Judging interlink of the selected eligible activities and output indicators, as well as specific objectives, expected results and result indicators, further strategic objective, expected impacts and impact indicators In the broad sense M&E framework reflects the situation analysis, which also represents the baseline situation description against what the final intervention stage with be judged (impacts and results)

5 Important questions to be asked
Each question ranking 1 – 5: 1 – worst, 5 – best The evaluation questions are consistent with objectives and result and impact indicators The impact and result indicators are properly set up allowing to measure expected impacts and results and answer evaluation questions The output indicators are properly set up so that the monitoring of outputs at activity/measure level can be carried on The compulsory indicators are properly set up in accordance with the CMEF axes 3 and 4 The M&E framework is properly elaborated with setting baselines, targets and means of verification of data collection The methodology of data collection and elaboration is properly described as well as self-evaluation mechanism
