3 1. Broadband Infraco Overview
Broadband Infraco SOC Limited is a State Owned Company that is licensed to provide electronic communication network services in terms of the Electronic Communications Act 36 of 2005 (“EC Act”) Broadband Infraco (“BBI”) has been incorporated in terms of the Broadband Infraco Act 33 of 2007 (“the BBI Act”) Broadband Infraco’s Mission is to: Expand the availability and affordability of access to electronic communications networks and services, including but not limited to underdeveloped and under-serviced areas; Ensure that the high capacity connectivity and bandwidth requirements for specific projects of national interests are met; Enable national and regional private and public collaboration on infrastructure development; Remain relevant to customers and stakeholders by offering products and services that fulfil their needs; and Deliver on the Shareholders mandate.

8 6. BBI Enterprise Development Focus
BBI strategic focus seeks to: Increase the number of black people that manage, own and control enterprises and productive assets; facilitate ownership and management of enterprises and productive assets by communities, workers, co­operatives and other collective enterprises; Increase the participation of Black Women, Youth and People Living With Disabilities in the ICT industry; Increase skills development within the ICT sector; Preferential procurement; and Investment in enterprises that are owned or managed by black people.

9 7. SA Connect Procurement Strategy
SA Connect confinement strategy was approved by Board of Directors, and they strategy is as follows: Increase participation of SMMEs in the ICT industry; Create an environment where SMMEs will have a meaningful participation in the Core business of the industry; Where feasible, source directly from SMMEs; Engage OEMs to accredit SMME’s for distribution of their equipment; Transmission Equipment to be installed by accredited Black SMME Installers; Encourage collaboration between Large business and SMMEs; Ensure Training and Skills developments is fast-tracked in the underserviced areas.

The approach has been implemented to ensure meaningful participation of SMMEs in the core areas of the ICT industry

11 9. SA Connect Supply Chain Sourcing Approach
Last Mile / Access Providers Core Infrastructure Build The last mile refers to the final leg of the telecommunications networks that deliver Telecommunication services to end-users (customers). This layer has Major, Medium and Micro companies/enterprises. The confinement strategy developed catered for the Major and Small to Medium enterprises. To cater for the Micro Enterprises in The Project and ensure that emerging black ISP’s are provided a platform for growth, more especially when this project focuses on under-services areas, a separate engagement model would be developed. This layer is implemented through Broadband Infraco’s normal Supply Chain Policy and Treasury regulations. Opportunities within the Company are advertised on National Treasury e-tender portal for public participation. Original Equipment Manufacturer (OEM) Engagement This is a highly specialized layer of the network dominated by multinational OEMs currently providing Transmission and/or IP equipment. Opportunities for local manufacturers are non-existent, but BBI has identified and created opportunities on the installation of these equipment by local companies. BBI encourages OEM’s to foster partnerships with Black Emerging Micro Enterprises and Qualifying Small Enterprises: OEM would transfer skills in the form of training on these SMME’s on the installation of OEM equipment; OEM would provide accreditation to install the equipment; OEM would contract SMME’s to independently provide installation services.
