of the Association Agreement in Georgia Twinning Principles Cooperation tool between a Public Administration in Georgia (as a Beneficiary Country) and its peer institution in an EU Member State Aims at upgrading the Beneficiary Administration Build around joint EU-Georgia agenda Support Georgia’s reform attempts Approximation of Beneficiary Country legislation with EU acquis and transfer of know-how and best administrative practices Joint commitment of BA and MS to achieve results High ownership of project partners Resident Twinning Adviser (RTA): secondment of months

of the Association Agreement in Georgia Twinning Principles A Twinning project is NOT designed to provide only advice or other types of classical Technical Assistance. It is a project of administrative co-operation in a specific field A Twinning project is NOT one-way Assistance from MS to BC. It is a close partnership in which the specific commitment of the beneficiary, who is also the driving force behind the changes targeted

Facility for the Implementation of the Association Agreement in Georgia Overview of Changes Contract always prepared by CA maximum 3 months after notification of selection; Component leaders counterparts names included in the contract; Work Plan prepared in 4-6 weeks following signature of the contract and arrival of the RTA including Communication and Visibility plan; Start of Activities: As soon as Initial work plan is ready and agreed by the SCM ;

Facility for the Implementation of the Association Agreement in Georgia General Recommendations Twinning should be initiated by the BA and not MS No influence from partners side Twinning Partners should be treated equally The partners should realise what Twinning implies The MS should be seen as resource of development and not like label RTA to belong to project lead organisation
