Progress on SOE guidance
2005 2006 2007 Tasks/Sections in guidance 1) common understanding SOE-reporting streams in relation to other and compliance reporting required to contribute to SOE-assessments 2) Review of existing guidance 3) Scope of SOE-parameters – development of SOE reporting sheets 4) Details on data processing and handling following task 3 5) Requirements and recommendation for technical integration; review of development
3
Based on same monitoring networks/ information in Member States
EEA SOE information Voluntary Agreed with EEA MB SOE assessment Indicators Based on same monitoring networks/ information in Member States Data exchange Quality assurance Check for consistency Commission (DG Env) Policy compliance data Mandatory (+voluntary) Based on legislation Compliance Assessment, basis for infringement procedures Policy analysis
4
From Eionet – water to WISE-SOE
Integration between Art. 3,5,8 and SOE-data flow with streamlined reporting into WISE Selecting good monitoring sites for the Eionet-water/SOE-reporting Representative for water body/group of WB Allowing type specific assessments Keep time series from the Eionet water data set as far as possible
5
endorsement of first set of SOE parameter
largely according to existing Eionet water data flow
6
How does Eionet water data change?
Eionet-water sites t.b. defined monitoring site Reference to geography; catchment, WB (Art. 3+5) Reported once under Art. 8 due 22. March 2007 Parameter, in FW; GW and TCM: Nutrients, Chl a, HZ, biolog. Elements, quantity, emissions, marine, HZ measured regularly (monthly, annually, biannually…)
7
Part 2 - General Aspects Options for data treatment before reporting
Annual + seasonal aggregation Aggregation from sub-sites Criteria for selection of monitoring sites Sites from all categories Representing all statuses Representative for all WB-types, sizes and types of pressure
8
Part 3 - reorting sheets - structure
What should be reported Why it is needed “Look out!” – boxes for specific points Common structure on data aspects of sheets Determinands Quality of data Treatment of data before reporting Information on sites used for SOE reporting
9
List of reporting sheets for agreement on test phase in 2007
1 – Nutrients in Rivers and Lakes (Eionet-water) 2 – HZ in Rivers and Lakes (Eionet-water) 8 – Nutrients in Groundwater (Eionet-water) 9 – HZ in Groundwater (Eionet-water) 14 – site characteristic and proxy pressure info. 15 - geographic information (not to be reported when already provided under Art 3,5,8 16 – data quality (not to be reported when already provided)
10
Next steps – towards WISE
Agreeing first phase of reporting sheets, also with EEA-NFPs, continuing Eionet water reporting Further development of technical implementation in WISE together with realisation Art.8 reporting in 2007 for new regular reporting in 2008 Select new Eionet-water/SoE-stations First reporting in 2007 with the first set of reporting sheets, using selected stations and station information provided under Art. 8 Contact point again to be clarified between WFD and EIONET communities

Next steps – additional parameter
Development of further parameter; biological data (using Ecostat results) Quantity (incl. GW) together with ESTAT Emissions (together with ESTAT) TCM (together with EMMA) Hydromorphology tbd only after first experiences with other parameter
