Britain & France were at war. Washington believed the U.S. must not choose sides to survive.

4. Whiskey Rebellion
What: a rebellion
Who: farmers in Western Pennsylvania
Why: The government was taxing the grain that the farmers used to make the whiskey
Outcome: G. Washington sent out federal troops to stop the uprising
Realization: the federal government would use force to put down rebellions

5. Federal Judiciary Act of 1789 pg. 297
Issue:
The Const. only briefly mentioned a supreme court but didn’t give details about the courts to Congress.
Fed. Judiciary Act law designed the state and federal courts.
Chief Justice – John Jay

6. The National Bank
Alexander Hamilton wanted a national bank to help pay back debts from the American Revolution.
He believed in a loose interpretation of the U.S. Constitution.

Warnings

He warned them to not make permanent alliances with foreign countries. If your ally goes to war, you do too.
